Atendimento socioeducativo em meio aberto: a experiência de Belo Horizonte

Resumo
A adolescência consiste numa etapa do desenvolvimento humano entre a infância e a vida
adulta. Este período caracteriza-se por diversas transformações biopsicossociais, sendo,
comumente, representada como fase de transgressão das normas sociais. Ao longo desta
fase, há risco natural de que o adolescente se envolva com o mundo da criminalidade.
Contudo, as mudanças nos padrões convencionais do crime organizado tem facilitado o
envolvimento do adolescente neste mundo. Diante disto, o Estado tem aplicado medidas de
repressão e de proteção que buscam responsabilizar o adolescente frente ao ato infracional
e contribuir para o seu acesso a direitos, são as medidas socieducativas. Assim, este estudo
teve como objetivo analisar o atendimento socioeducativo em meio aberto no município de
Belo Horizonte. A pesquisa, de base qualitativa-descritiva foi organizada em duas etapas: a)
contextualização histórica do serviço no município e b) análise de variáveis sociais,
demográficas e gerenciais no município e por regional administrativa. Os dados foram
cedidos pela Secretaria Adjunta de Assistência Social. A amostra do estudo foi composta
4452 adolescentes atendidos pelo Serviço de Medidas Socioeducativas em Meio Aberto e
cadastrados no Sistema de Informação e Gestão das Políticas Sociais no ano de 2014. O
estudo verificou que, no período, foram atendidos 2.534 adolescentes na medida de
Prestação de Serviço à Comunidade e 1.918 na de Liberdade Assistida. O destinatário do
serviço caracteriza-se com média de idade entre 17 anos de idade (30,74%), sexo
masculino (89,13%), cor de pele auto-declarada parda (46,11%), não freqüentes em
instituição escolar (47,19%) e com convivência familiar com seus genitores (73,14%). Dentre
os atos infracionais praticados a maioria esteve relacionada ao tráfico de entorpecentes
(37,15%). A Regional Oeste foi a regional que recebeu maior número de jovens em
cumprimento de medida socioeducativa (13,50%), como também a que registrou maior
incidência de atos infracionais (16,88%). Identificou-se, por fim, que o índice de
cumprimento de medida socieducativa no município esteve em torno de 49% para a medida
de Prestação de Serviço à Comunidade e 42% para a de Liberdade Assistida. Ao final do
estudo, observou-se que a gestão e oferta deste serviço ocorrem de maneira complexa,
reforçando a necessidade de uma lógica intersetorial para as intervenções socioeducativas.
Embora, acredita-se que estudos como este possam contribuir para o avanço da Política da
Socioeducação, sugere-se a realização de novas pesquisas com o objetivo de especificar
associações entre adolescência e ato infracional, bem como o contexto do atendimento
socioeducativo em meio aberto.
Abstract
Adolescence is a stage of human development between childhood and adulthood. This
period is characterized by several biopsychosocial transformations, being commonly
represented as transgression phase of social norms. Throughout this phase, there are
natural risk that your teen get involved with the world of crime. However, changes in
conventional patterns of organized crime has facilitated the adolescent's involvement in this
world. In view of this, the state has used repressive measures and protection of children in
conflict with the law, seeking to hold the teenager against the offense and contribute to their
access rights are the socieducativas measures. This study aimed to analyze the socioeducational
service in an open environment in the city of Belo Horizonte. The research,
qualitative descriptive base was organized in two stages: a) historical contextualization of the
service in the city and b) analysis of social, demographic and management variables in the
city and regional administration. The data were provided by Deputy Secretary of Social
Assistance. The study sample comprised 4452 adolescents attended by the Socio-
Educational Measures Service in Half Open and registered in the Information System and
Management of Social Policies in the year 2014. The study found that in the period, 2,534
adolescents were assisted in the provision of measurement service to the Community and
1,918 in Assisted Freedom. The recipient of the service is characterized with mean age of 17
years old (30.74%), male (89.13%), brown self-reported skin color (46.11%), not frequent in
institution school (47.19%) and family life with their parents (73.14%). Among the illegal acts
committed most was related to drug trafficking (37.15%). The western region was the
regional that received more young people in fulfillment of socio-educational measures
(13.50%), but also recorded the highest incidence of illegal acts (16.88%). , Be identified by

associations between adolescence and misdemeanors as well as the context of the social
and educational care in an open environment.
