Resumo
Esta pesquisa procurou verificar a conversão do conhecimento entre organizações públicas, sob a perspectiva organizacional e interorganizacionais, envolvendo organizações com estruturas e missões diversificadas, mas com um objetivo em comum e interdependente. Os problemas sociais são dinâmicos e complexos, o que inclui os problemas de segurança pública, que dependem da intervenção dos diversos órgãos do Sistema de Defesa Social, para sua efetiva solução, através da integração e interação. As ações preventivas são realizadas de modo integrado entre a Polícia Militar e outros órgãos e entidades. Devido à ampla quantidade de serviços preventivos desenvolvidos e produzidos pela Policial Militar de Minas Gerais (PMMG) o tema ficou delimitado ao serviço preventivo de atuação em áreas de risco. A pesquisa teve como objetivo geral, analisar a conversão do conhecimento no desenvolvimento do serviço preventivo de atuação em áreas de risco da Polícia Militar, no bairro Pedreira Prado Lopes (PPL), em Belo Horizonte. Especificamente, pretendeu-se: identificar as etapas e atividades do desenvolvimento do serviço e identificar, no desenvolvimento do serviço, as fases da conversão do conhecimento. Utilizou-se o método hipotético-dedutivo e a abordagem do problema foi sob a perspectiva qualitativa. Como procedimento técnico, optou-se pelo Estudo de Caso e a construção de mapas conceituais. Como a abordagem da pesquisa é predominantemente qualitativa, a amostra é não probabilística onde foram abordadas 24 pessoas. Constatou-se que o serviço preventivo, no caso proposto, obedeceu e obedece as fases do desenvolvimento de serviço e as etapas da conversão do conhecimento, destacando-se a socialização. A hipótese ficou parcialmente comprovada, pois o serviço preventivo de atuação em áreas de risco na PPL, não realiza plenamente as etapas da conversão do conhecimento, principalmente a combinação.
Abstract
This research tried to verify the conversion of the knowledge among public organizations, under the perspective organizations and interorganizations, involving organizations with structures and diversified missions, but with an objective in common and interdependency. The social problems are dynamic and complex, what includes public safety's problems, that they depend on the intervention of the several organs of the System of Social Defense, for your it executes solution, through the integration and interaction. The preventive actions are accomplished in way integrated between the military police and other organs and entities. Due to the wide amount of developed preventive services and produced by the Military Police of Minas Gerais (PMMG) the theme was delimited to the preventive service of performance in risk areas. The research had as general objective, to analyze the conversion of the knowledge in the development of the preventive service of performance in areas of risk of the military police, in the neighborhood Pedreira Prado Lopes (PPL), in Belo Horizonte. Specifically, it was intended: to identify the stages and activities of the development of the service and to identify, in the development of the service, the phases of the conversion of the knowledge. The hypothetical-deductive method was used and the approach of the problem was under the qualitative perspective. As technical procedure, she opted for the Study of Case and the construction of conceptual maps. As the approach of the research is predominantly qualitative, the sample is no-probability where 24 people were approached. It was verified that the preventive service, in the proposed case, obeyed and it obeys the phases of the service development and the stages of the conversion of the knowledge, standing out the socialization. The hypothesis was partially proven, because the preventive service of performance in risk areas in PPL, doesn't accomplish the stages of the conversion of the knowledge, mainly the combination fully.
