De guarda patrimonial a polícia municipal: a guarda municipal de Belo Horizonte e o seu processo de institucionalização

À luz do referencial teórico do Institucionalismo Sociológico, o objetivo deste trabalho foi analisar o processo de institucionalização da Guarda Municipal de Belo Horizonte. Para tanto, foram realizadas entrevistas semiestruturadas com representantes da Secretaria Municipal de Segurança e Prevenção, Guarda Municipal, ex gestores da Secretaria Municipal de Segurança Urbana e Patrimonial e representantes de secretarias municipais que possuem vínculo institucional, a partir da prestação de serviços e atividades conjuntas com a GMBH e um survey com 340 guardas municipais atuantes. O arcabouço teórico deste trabalho discutiu o panorama atual das guardas municipais no Brasil; os modelos pensados para a segurança pública, da Segurança Nacional a Segurança Cidadã; além da perspectiva organizacional. O objetivo da Secretaria Municipal de Segurança e Prevenção é a consolidação da GMBH, enquanto uma polícia, a partir dos preceitos da Segurança Cidadã, contudo, mudanças estruturais revelam conflitos e dissensos acerca da construção de saberes e valores, que ainda estão em formação na GMBH. Os agentes da GMBH apresentam características de uma organização que teria um perfil de mediação de conflitos, conforme os preceitos da Secretaria. Contudo, também apresentam o perfil de um agente repressor e aplicador da lei, como o modelo tradicional de policiamento. Nesse sentido, esta pesquisa concluiu que a Guarda Municipal de Belo Horizonte, ainda que seja identificada, a partir de 2017, como uma Polícia Municipal, apresentando novas atribuições no município, ainda se encontra em processo de construção do seu papel na segurança pública.
Resumo
Using the theoretical frame of reference of the Sociological Institutionalism, the aim of this work was to analyze the building of the place of the Municipal Guard of Belo Horizonte (GMBH). To this purpose, semi-structured interviews were carried out with representatives of the Municipal Secretariat for Security and Prevention, Municipal Guard, former managers of the Municipal Secretariat of Urban and Patrimonial Security and representatives of municipal secretariats that have an institutional link, from the provision of services and joint activities, with the GMBH and a survey was applied with 340 active municipal guards. The theoretical framework of this work discussed the current panorama of municipal guards in Brazil; the models designed for public safety, from National Security to Citizen Security; beyond the organizational perspective. The purpose of the Municipal Secretariat for Security and Prevention is the consolidation of the GMBH, as a police, based on the precepts of citizen security, however, structural changes reveal conflicts and dissent about the construction of knowledge and values, which are still in training in the GMBH . The agents of the GMBH present characteristics of an organization that would have a profile of mediation of conflicts, according to the precepts of the Secretariat. However, they also present the profile of a repressive and law enforcement agent, as the traditional model of policing. In this sense, this research concluded that the Municipal Guard of Belo Horizonte, although it is identified, from 2017, as a Municipal Police, presenting new attributions in the municipality, it is still in the process of constructing its role in public safety.
