O Federalismo assimétrico e a falta de autonomia dos municípios

Resumo
Este trabalho destina-se a analisar os problemas atualmente enfrentados pelos Municípios na organização atual do federalismo brasileiro. São analisadas as bases teóricas e históricas do federalismo e como esta forma de organização do Estado foi importada pelo Brasil. A partir da análise da Constituição, dados e mapas percebe-se que após a Constituição de 1988 os municípios alcançaram o status de ente federado, receberam diversas competências e responsabilidades locais e a contrapartida fiscal que naquela época se entendeu ser suficiente para assegurar a sua autonomia. Todavia, desde então, a fatia de recursos repassados aos Municípios diminuiu, havendo a concentração de recursos no ente central, o que gera dependência financeira e política das entidades subnacionais e afronta o federalismo objetivado pela constituição originária.
Abstract
This work is intended to analyze the problems currently faced by the municipalities the current organization of Brazilian federalism. The theoretical and historical bases of federalism are analyzed and how this form of state organization was imported to Brazil. From the analysis of the Constitution, data and maps it is clear that after the 1988 Constitution municipalities have attained the status of federal entity , received various skills and local responsibilities and the tax return at that time it was considered to be sufficient to ensure their independence . However, since then, the share of funds transferred to the municipalities decreased, with the concentration of resources in the central entity which creates financial and political dependence of subnational entities and shame federalism objectified by the original constitution.
