    The purpose of this dissertation is to demonstrate how the actions of sovereign risk rating agencies may negatively impact the enjoyment of fundamental rights by affecting the ability of states to finance public policies designed to realize these rights. It is argued that the regulatory framework applicable to rating agencies can be reformed to incorporate concerns about sustainable development and achievement of social and economic justice. The research recognizes the importance of agencies in reducing information asymmetries, enabling continuity of cash flow. However, the proposal is based on the serious flaws in this industry that can cause distortions in the sovereign ratings and harmful consequences especially in emerging countries.
