Resumo
O transporte público urbano por ônibus tem ganhado atenção no debate entre sociedade e Poder Público, na medida que os reajustes tarifários passam a onerar ainda mais os usuários. Tal contexto ressalta a importância de se analisar a evolução das principaisvariáveis que impactam o valor da tarifa, de maneira a avaliar se os reajustes encontrariam justificativas no crescimento dos custos do sistema, ou se os reajustes estariam mais relacionados ao possível poder de mercado 25das empresas participantes em estabelecer reajustes maiores que os aumentos nos custos médios do sistema. O presente artigo apresenta o estudo de caso do transporte público urbano por ônibus no município de Belo Horizonte. Os resultados indicam que os reajustes tarifários têm acompanhado o crescimento nos preços dos insumos de maior peso nos custos operacionais da frota, enquanto o número de passageiros pagantes vem reduzindo significativamente. Nesse contexto, a tendência de redução na produção quilométrica observada no período e a ausênciade melhorias na qualidade dos serviços podem estar refletindo medidas de ajustes com intuito de manter a viabilidade econômica do sistema.
Abstract
Urban public transport through bus has gained attention in the debate between society and the Public Power, as the tariff readjustments start to burden users more and more. This context highlights the importance of analyzing the evolution of the main variables that impact the tariff value, in order to assess whether the readjustments would be justified in the growth of the system costs, or whether the readjustments would be more related to the possible market power of the companies. participants in establishing readjustments greater than the increases in the average costs of the system. This article presents the case study of urban public transport by bus in the Belo Horizonte city. The results indicate that the tariff readjustments have accompanied the growthin the prices of inputs of greater weight in the operational costs of the fleet, while the number of paying passengers has been reducing significantly. In this context, the trend of reduction in kilometer production observed in the period and the absence of improvements in the quality of services may be reflecting adjustment measures in order to maintain the economic viability of the system.
