Item A ressignificação do planejamento público a partir da participação social: estudo de caso do PPA participativo da Bahia(Fundação João Pinheiro, 2016-03-23) Soares, Camila Montevechi; Brasil, Flávia de Paula Duque; Carneiro, Ricardo; http://lattes.cnpq.br/6739881018308220; Souza, Leticia Godinho de; http://lattes.cnpq.br/4333929511296586; Coelho, Fernando de Souza; http://lattes.cnpq.br/2038805993153668The origin, motivation and remarkable cycles of the public planning in Brazil revealed that it was traditionally accomplished in disagreement with democratic precepts of social inclusion and citizen participation. There was an attempt to transform planning within more democratic and formal basis, from the institutionalization of the instrument of the Multi-Annual Plan (known in Portuguese as PPA), as a bet of an affirmative transformation of planning facing to its dismantling in the 80s, contributing to improve it from a random and discretionary way to a systematic process of debate and delivery of government programming. However, some traditional legacy, constitutive dysfunctions of PPA, limitations and focus problems remained, which motivated this work to assume as necessary and desirable a resignification of planning process in the public administration, whose earnings would only be achieved if supported by new grammars relationship between the State and the society. Many of the ingredients of this resignification process of the public planning are identified in the theoretical construction of deliberative-participatory democracy. In order to confirm or refute the theoretical assumptions, this work adopts the Participatory PPA of the State of Bahia as a case of study, which is a reference in the country due to the institutional design adopted and the results achieved, relying on documentary research and interviews with the key leaders of the planning area of the government. The work presents as a central objective to demonstrate, from the adoption of three important dimensions with varieties of institutional possibilities, based on the theory of democracy, the extension of the resignification of public planning by the social participation, with reference to the intensity of democracy in the participatory institutions of Bahia’s PPA. The results report that Bahia significantly expanded social participation in the elaboration of the plan since the Participatory PPA in 2007, expanding democracy in planning in all indicators of the intensity of democracy, and, therefore, achieving unprecedented levels of resignification. The demonstration on the graph called "The Democracy Cube" (FUNG, 2006) indicates a moderate position in the institutional possibilities for the viability of deliberation-participation. The work argues that the strategies adopted by the technical core of the Planning Secretariat of Bahia sought a balance between the democratization and the technical quality of planning, adding the positive features of both the plurality of interests of territories and the government expertise. Despite the global efforts promoted in recent decades to eliminate inequalities between women and men, recent reports indicate that there is still much to be done, and it is suggested that the incorporation of the gender perspective in government planning instruments is fundamental for achieving effective results in the medium and long term. The study carried out sought to assess whether the budgetary instruments of the city of Belo Horizonte showed greater sensitivity to gender issues after the measures adopted for the institutionalization of gender issues. It started with the creation of a committee in 2017, responsible for coordinating work on the elaboration of the City Gender Equity Plan, officially launched in 2019 by the institution. Gender- Sensitive budget allocations were selected from the 2018 to 2022 budgets, whose treatment and analysis revealed a slight increase in sensitivity to gender issues in the municipality, even though the actions of the plan have not been properly incorporated into the planning instruments of short and medium term, highlighting the difficulties related to translating the plan into budget allocations.Item A dívida pública, a regra de ouro, o princípio do equilíbrio e a sustentabilidade: um estudo do governo federal entre os anos de 2012 e 2021(2023) Wendling, Filipe Fernandes; Biondini, Isabella Virgínia FreireNa última década o Brasil vem passando por sucessivas crises financeiras, devido a fatores externos e internos. A última destas, resultante da pandemia por Covid-19, obrigou o Governo Federal a aprovar emendas constitucionais que garantissem a flexibilização das regras fiscais visando o combate aos efeitos da pandemia. Este cenário promoveu uma deterioração das finanças públicas. Devido a isso, o objetivo do presente trabalho foi analisar a dívida pública, a regra de ouro e o equilíbrio orçamentário e fiscal à luz da sustentabilidade, no Governo Federal, entre os anos de 2012 e 2021, de forma a identificar se as finanças públicas se encontravam em situação de sustentabilidade ou não. Para isso, realizou-se pesquisa bibliográfica e documental na legislação e normativos de direito financeiro e finanças públicas e a coleta de dados orçamentários e fiscais por meio do Relatório Resumido de Gestão Orçamentária (RREO), do Relatório de Gestão Fiscal (RGF) e dos dados disponibilizados pela Secretaria do Tesouro Nacional (STN). A análise dos dados resultou na constatação de uma perspectiva de insustentabilidade fiscal do Governo Federal, devido aos sucessivos déficits das contas correntes e dos resultados primários e nominais e o consequente crescimento da dívida pública. Para alterar este cenário, é necessário que o Governo e o Congresso Nacional apresentem propostas de alteração nas atuais regras fiscais e tributárias visando inverter este cenário e garantir o direito intergeracional através de uma gestão responsável, equilibrada e sustentável das finanças púbicas.Item Governança participativa em contexto de imperfeição comunitária : Orçamento Participativo 2011-2012 : Belo Horizonte : Regional Oeste(Fundação João Pinheiro, 2011-05-27) Souza Filho, Antônio Maria Claret de; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476; Costa, Bruno Lazzarotti Diniz; Brasil, Flávia de Paula Duque; Cunha, Eleonora Schettini MartinsThis dissertation deepens the understanding of participation in the context of the Participative Budget of Belo Horizonte in order to understand if the institutional mechanisms that structure the policy contribute to the mitigation of the community imperfections intrinsic to the regions of the city. This research had tbcus on the West Region and the cycle 2011-2012 of the Participative Budget. Five main dimensions were analyzed: extreme poverty; donofs competition; urban violence; religion; development brokerage. The methodology evolved three axes: social configurations; popular participation and the institutional mechanisms of the Participative Budget. To gather data it was made: bibliographic research; deep interviews and meetings follow up (participant observation). The text is organized in three chapters. On the first it is made a historical monitoring since the bureaucratic model to the emergence of the contemporary participative governance. On the second the State of the art about the Participative Budget is shown as well as the theoretical framework of Community Imperfections. The last chapter aims to analyze, through theory, the social configurations and the institutional mechanisms which works towards the mitigation of the community imperfections on the spaces of participation. The fmdings point to the existence of community imperfections that cause damage to the participation and highlight the importance of diagnosis and conlfontation of such issues.
