One of the challenges related to this right is affordability, that is, the payment capacity of the most vulnerable users. This dissertation analyzes the effect of regulation on the commitment of families' income to water and sewage tariffs in municipalities regulated by regulatory agencies in Minas Gerais. To achieve this, this research uses a quantitative approach based on descriptive analysis and econometric models, with an emphasis on the Logit model, to evaluate the factors that determine an income commitment of less than 5%, the limit recommended by the literature. Simulations were also carried out to estimate the impacts of free fares for vulnerable users from Minas Gerais9 Water Company (Copasa). The results show that many municipalities exceed this limit, especially among families in situations of poverty and extreme poverty. They also indicate that the type of fixed installment contained in the tariff structure and the amount of subsidies applied have a significant impact on families' ability to pay. In turn, the simulations indicate that free access for the most vulnerable can be made possible without a major impact on other users. Finally, the study highlights the importance of tariff regulation in this industry to balance the financial sustainability of providers and economic accessibility, contributing to the universal access to water and sanitation in an economically viable and socially fair way.Item Análise da governança do Programa Socioambiental de Proteção e Recuperação de Minas Gerais(Fundação João Pinheiro, 2025) Machado Júnior, Dirceu Alves; Nascimento, Luís Felipe Zilli do; http://lattes.cnpq.br/5043394873182841; Riani, Juliana Lucena Ruas; http://lattes.cnpq.br/9989788828773610; Riani, Juliana Lucena Ruas; Nascimento, Luis Felipe Zilli do; Carneiro, Ricardo; Assis, Marcos Arcanjo de; Lima, Sonaly Cristina Rezende Borges deThis dissertation analyzes the governance of the Socio-environmental Program for the Protection and Recovery of Watersheds (PPM), developed in the state of Minas Gerais, encompassing information from 2017 to 2023. The theoretical framework adopted is the governance assessment model for public policies proposed by the Federal Court of Accounts of Brazil (TCU). The study is structured into six chapters. The first chapter addresses climate change and global water scarcity, highlighting the relevance of the United Nations 2030 Agenda, particularly Sustainable Development Goals (SDGs) No. 6 4 Clean Water and Sanitation 4 and No. 15 4 Life on Land. Water scarcity is presented as a global challenge that requires urgent and coordinated actions. The second chapter examines public policies related to basic sanitation and water resources in Brazil and in the state of Minas Gerais, with an emphasis on the regulation of the sanitation sector. The importance of integration between these public policies is underscored as essential to ensure both the sustainability of water resources and the efficiency of basic sanitation services. The third chapter discusses public governance, emphasizing the need for its assessment within the scope of public policies and presenting the main elements indicative of effective governance. The fourth chapter details the research methodology, which is based on document analysis and interviews with institutional actors involved in the program. The fifth chapter is dedicated to analyzing the PPM. It first introduces the program, which was developed by the Minas Gerais Sanitation Company (Copasa) in partnership with the Regulatory Agency for Water Supply and Sewage Services of the State of Minas Gerais (Arsae-MG). The main objective of the PPM is the recovery and protection of microwatersheds and aquifer recharge areas used for public water supply by the concessionaire. Following this contextualization, the programs governance is analyzed based on the eight evaluative dimensions established by the TCU: Institutionalization; Plans and Objectives; Participation; Organizational Capacity and Resources; Coordination and Coherence; Monitoring and Evaluation; Risk Management and Internal Control; and Accountability. The dissertation concludes that the PPM is a well-structured public program with significant potential to contribute to the protection and recovery of water sources in the state. However, it recommends stronger articulation with other environmental policies, clearer and more objective goalsetting, the implementation of a permanent risk management system, and the strengthening of social participation as essential measures to ensure the programs long-term effectiveness and sustainability.Item Prestação regionalizada e governança interfederativa: desafios à universalização do saneamento básico(Fundação João Pinheiro, 2023) Issa, Francine Ohana Dias Neder; Guimarães, Alexandre Queiroz; Guimarães, Alexandre Queiroz; Carneiro, Ricardo; Andrade, ÉricoThe present work aims to analyze the regionalized provision and interfederal governance, both pillars brought by the New Legal Framework for Basic Sanitation (NMSB), Law No. 14.026/2020, which has as its main objective the universalization of access to basic sanitation by the year 2033. In this context, the main objective of this work is to verify if the structural elements of interfederal governance have been observed when it comes to regionalized provision of basic sanitation services coordinated by each state. To do so, it is first presented the panorama of basic sanitation services provision in Brazil, considering the institutional changes brought by the NMSB, as well as the related issues regarding ownership and competence in the provision of this services, according to the Federal Constitution. Next, the theme of regionalized provision of water supply and sanitation services is addressed, considering the modalities indicated by the NMSB. In this same chapter, it is presented the scenario of structuring regionalized provision in the country since the publication of the NMSB. Further on, the normative structural elements of interfederal governance are presented considering the provisions of the Statute of the Metropolis and the jurisprudence of the Supreme Federal Court. In addition, the auctions of basic sanitation public services in the states of Rio de Janeiro and Alagoas are presented with the intention to demonstrated the relevance of a well-structured Governance in. After analyzing the laws/decrees of eight states that have already structured their respective interfederal governances, it is concluded that there are relevant deficiencies in the structures created, especially regarding the absence of financial autonomy and the participation of civil society in the structures of interfederal governance. At the end, it is concluded that the implementation of regionalized provision and, consequ ently, universalization, depends on the structuring of a solid and stable interfederal governance which allows the organization, planning and execution of regionalized services provision.
