    O papel dos municípios mineiros no enfrentamento à mudança do clima : um diagnóstico exploratório

    Climate change has been an increasingly present topic in the agenda of governments around the world. Much has been said about the importance of the involvement of local spheres in dealing with the adverse effects of this change. However, the internalization and location of internationally agreed targets within the signatory countries are challenges to overcome. This research aims to contribute to its solution, elucidating the role of municipalities in facing the climate crisis in Brazil, specifically, in the State of Minas Gerais. To this end, the goals of the 2030 Agenda, which deals with the climate issue, and public policies, which are the responsibility of local governments (policy-decision-making instance) in Minas Gerais, were mapped, considering the intergovernmental relations of Brazilian federalism. In order to investigate the capability of municipalities from Minas Gerais to facing climate change, we selected indicators and carried out an exploratory data analysis using cluster methodology. The results suggested the formation of three groups of municipalities. According to each group performance, we can identify actions that should be adopted by municipal managements to better cope with the current climate crisis. Moreover, the results indicated that the geographical location, the size of the municipality or main economic activity do not account for the performance of municipal public management in the face of the challenges of climate change. The decision-making autonomy of municipal public management on issues relevant to facing the climate crisis puts the municipalities in a privileged position to embrace the ecological transition "without leaving anyone behind".

    Intersetorialidade e mudanças climáticas : desafios na política local de Belo Horizonte

    This research is a case study of Belo Horizonte9s climate action policy, analyzed through the lens of cross-sector strategies. Coordinated by the Municipal Secretariat for the Environment with support from the Municipal Committee on Climate Change and Ecoefficiency (CMMCE), the policy aims to articulate agencies and entities in the formulation and implementation of measures. Climate change is a complex, multidimensional problem that requires collaboration of sectors that operate under their own internal logics and often seek to preserve decision-making autonomy and control over resources. The main objective of the research is to explore sectoral variation in its implications for cross-sector strategies, analyzing which sectors demonstrate a greater propensity for integration, which resist it, and the factors that explain these differences. To this end, an analytical model was developed, integrating five normative assumptions (or pillars) of cross-sector strategies with the specific dimensions and resources of the involved sectors. The model posits that sectoral specificities determine the decision to engage in cross-sector strategies. This study adopts a qualitative approach, combining document analysis, in-depth interviews and participant observation. Additionally, quantitative methods were used to explore asymmetries across the involved sectors. The empirical analysis is structured around the five pillars of cross-sector strategies. The findings indicate that the CMMCE functions more as a space for knowledge exchange and information dissemination than as an instance capable of ensuring cross-sector actions. Legal and financial parameters indicate the inclusion of the topic in municipal financing and the institutionalization of policy instruments, but without clear mechanisms to encourage or sanction integrated sectoral action. A detailed analysis of four policy sectors - Superintendence of Urban Cleaning (SLU), Urbel, Municipal Parks and Zoobotany Foundation (FPMZB), and Department of Urban Water Management (Dgau/Smobi) - concerning the remaining pillars revealed significant variations in adherence to the cross-sector strategy, whose explanatory factors align with the proposed model. It is concluded that cross-sector collaboration is not limited to the formal creation of institutional arenas or regulations; rather, it depends on the convergence among the specific dimensions and resources of the sectors involved and the intersectoral policy.

    O papel das autoridades intermediárias na mitigação climática : evidências de índices de descentralização sobre os estados brasileiros

    O sistema global de governança climática responsabiliza os governos nacionais, que se comprometem com metas de redução de emissões de gases que geram o efeito estufa e outras formas de mitigação. No entanto, o sistema trata a contribuição de estados, províncias, Länder, devolved governments e outras autoridades intermediárias como desejável, mas voluntária. O papel atribuído a esses governos regionais no arranjo climático contemporâneo é subexplorado pela pesquisa da área e merece revisão diante dos sinais de que os limiares aceitáveis de aquecimento global podem ter sido superados. A partir de revisão da literatura e análise documental, este estudo mobiliza índices de descentralização produzidos pela pesquisa comparativa informada pelo neoinstitucionalismo como proxy para o potencial de contribuir para a mitigação. O resultado aponta para o descompasso entre esse potencial e as responsabilidades assumidas em conjunto pelos estados brasileiros. Essa esfera de governo tem responsabilidades constitucionais e infraconstitucionais que permitiriam atuar no controle das atividades mais responsáveis pela emissão de Gases do Efeito Estufa (GEE) no Brasil, mas sucessivas promessas de estabelecer metas estaduais de colaboração com a Contribuição Nacionalmente Determinada (NDC) até aqui deixaram de ser cumpridas.
