Um passo à frente, dois passos atrás : um estudo sobre o backlash de gênero em projetos de lei municipais de Minas Gerais

O trabalho investiga como o backlash de gênero se manifesta no âmbito legislativo municipal mineiro, por meio da análise de Projetos de Lei apresentados entre 2014 e 2025 em uma amostra composta por 14 câmaras de vereadores de Minas Gerais. A pesquisa adotou uma abordagem quali-quantitativa, articulando revisão bibliográfica sobre o backlash de gênero, levantamento documental, análise estatística descritiva e análise de conteúdo. O levantamento abrangeu 7.752 matérias legislativas, das quais 122 Projetos de Lei — identificados em 11 dos 14 municípios da amostra — compuseram o corpus empírico final. A sistematização dos dados permitiu observar a distribuição temporal e espacial das proposições, bem como caracterizar o perfil sociodemográfico e político-partidário dos(as) autores(as). A análise de conteúdo revelou que os projetos se organizam em torno de eixos temáticos recorrentes, como direitos reprodutivos, educação escolar, censura, estrutura e uso de banheiros, linguagem neutra, afirmação de gênero, competições esportivas e defesa da família tradicional e outros. Tais eixos refletem, no plano municipal, padrões discursivos e normativos já discutidos pela literatura sobre o backlash de gênero, ainda que com intensidades e configurações distintas entre os municípios da amostra, assim como elementos característicos às competências da esfera municipal. Os resultados evidenciam que, embora não uniforme, a presença de proposições antigênero nos legislativos investigados indicam uma incorporação, na esfera local, das dinâmicas de reação mapeadas em estudos nacionais e internacionais. Ao mesmo tempo, a concentração dos projetos em determinados municípios e a ausência em outros sugere que o fenômeno não se manifesta de maneira homogênea no território mineiro. Conclui-se que o exame do nível municipal contribui para compreender a capilaridade, as particularidades e as disputas que marcam as ofensivas antigênero no legislativo local.
Abstract
This study investigates how gender backlash manifests in the municipal legislative sphere of Minas Gerais through the analysis of bills presented between 2014 and 2025 in a sample of 14 city councils. The research adopts a quali-quantitative approach, integrating a literature review on gender backlash, documentary analysis, descriptive statistical procedures, and content analysis. The data collection encompassed 7,752 legislative documents, of which 122 bills — identified in 11 of the 14 municipalities in the sample — constituted the final empirical corpus. The systematization of the data made it possible to observe the temporal and spatial distribution of the proposals, as well as to characterize the sociodemographic and political-partisan profiles of the proponents. The content analysis revealed that the bills are organized around recurring thematic axes, such as reproductive rights, school education, censorship, bathroom structure and use, neutral language, gender affirmation, sports competitions, defense of the traditional family, among others. These axes reflect, at the municipal level, discursive and normative patterns discussed in the literature on gender backlash, albeit with varying intensities and configurations across the municipalities, as well as elements characteristic of municipal institutional competences. The findings indicate that, although not uniform, the presence of antigender propositions in the legislative bodies analyzed suggests the incorporation, at the local level, of the reactive dynamics mapped in national and international studies. At the same time, the concentration of such proposals in certain municipalities and their absence in others suggests that the phenomenon does not manifest homogeneously across the state’s territory. It is concluded that examining the municipal level contributes to understanding the capillarity, specificities, and disputes that shape antigender offensives within local legislative arenas.
