Abstract
This research focuses on the National Unified Public Examination (CPNU), promoted by the federal government in 2024. The study was guided by the following question: Was the CPNU able to overcome the distortions of the traditional Brazilian public examination model regarding two aspects of the "examination ideology" theorized by Fontainha et al. (2014) and related literature, namely: (i) the alleged democratization of access to public positions; and (ii) the limitation of recruitment and selection methods to assess candidates' competencies and skills? To answer this question, a descriptive research study was conducted, employing both qualitative and quantitative approaches, divided into two parts 4 one for each analyzed aspect. The first part explored quantitative data on the coverage (territorial and population-based) and reach (individuals and municipalities) achieved by the CPNU, as well as compared the candidates' profiles to that of the Brazilian population. The second part was predominantly based on content analysis of the examination notices. The findings revealed that the CPNU expanded access to opportunities for public positions but faced challenges in aligning the candidates' profiles with that of the Brazilian population. Furthermore, it was found that competencies and skills were not integral components of the examination notices, reproducing practices embedded in the prevailing examination logic. Finally, although the examination surpassed limited models relying solely on multiple-choice tests 4 by incorporating other methods such as essay tests, title evaluations, practical exams, and training courses 4 the application of these alternative methods remained modest and appeared to be more associated with the initial salary of the positions than with the actual responsibilities or competencies required for the roles.
