Resumo
O hipercentro de Belo Horizonte é palco de apropriações, intervenções e transformações desde a fundação da cidade no final do século XIX. Passando por momentos de adensamento do trânsito de pessoas e do comércio na primeira metade do século XX até um esvaziamento e deterioração na segunda metade, a importância da região no cenário municipal permanece até o período atual. No âmbito do planejamento urbano, foram realizadas diversas intervenções no sentido de revitalização deste espaço nas últimas décadas, sendo que o foco deste trabalho recais sobre a mais recente, o Programa de Requalificação do Centro de Belo Horizonte
Abstract
The downtown area of Belo Horizonte has been a place of appropriation, intervention, and transformation since the city's foundation in the late 19th century. From periods of increase of the flow of people and commerce during the first half of the 20th century to a phase of decline and deterioration in the second half, the region's significance in the municipal landscape remains to this day. In terms of urban planning, various interventions aimed at revitalizing this space have been carried out in recent decades, with this research focusing on the most recent initiative: the "Centro de Todo Mundo" (Everyone's Center) Program for the Requalification of Downtown Belo Horizonte. More specifically, this investigation aims to analyze the frames of the planning instruments addressing the city's downtown in comparison to the perspectives of female leaders and/or representatives of groups or movements active in the area. In this sense, the task unfolds in two main directions: the critical frame analysis of public policy, grounded in the documentary analysis of projects, meeting minutes, and institutional advertising texts; and the study of the frames of women’s movements and organizations, conducted through semi-structured interviews with their representatives. It is important to note that the study is based on feminist epistemology, which considers the impossibility of neutral knowledge. Ultimately, the findings indicate a marginalization of women in the urban planning proposed by the Belo Horizonte City Hall for the downtown area, as, in addition to not explicitly addressing or demonstrating efforts to combat gender inequality, the issues and action lines advocated by the movements are not incorporated into the policy.
