    A adoção da Agenda 2030 e de seus Objetivos de Desenvolvimento Sustentável (ODS) no planejamento das políticas públicas em Belo Horizonte/MG

    The theme of this paper is the adoption of the 2030 Agenda and its Sustainable Development Goals (SDGs) in municipal public policy planning. The literature review starts with the evolution of the concept of development over time, highlighting its initial association with economic growth and subsequent expansion to include environmental and social concerns, becoming associated with the idea of sustainability. Issues relating to the dilemmas of public planning and the experience of observatories, seen as a source of data and information, were also discussed. The research carried out was justified by the universal nature of the SDGs, since the 17 goals defined were the result of a wide-ranging discussion in a highly qualified arena, with several member states of the United Nations. In light of the recent topic and bearing in mind that the 2030 agenda is halfway through its implementation, there has been a lack of research and publications examining a concrete experience of using the SDGs aligned with a municipality's planning instruments. The work carried out aims to fill this gap, while at the same time providing a benchmark for other entities that may wish to use the SDGs as a guide for strategic programs and actions. The experience of Belo Horizonte City Hall in the field of planning, together with its history of monitoring through a local observatory, provided the data and information that made this work possible. The methodological procedure was qualitative research, using a selected case study. The techniques used were a document survey, direct observation and 8 semistructured interviews. A content analysis was carried out in order to structure the discussion around dimensions of analysis and categories. The main findings of the research reveal the existence of a unique, long-standing experience, recognized internally and externally, especially from the point of view of producing and making available data and information and establishing a collaborative network. From a formal commitment to UN-Habitat, it was possible to see that the SDG agenda was institutionalized in the municipality's planning, generating positive repercussions. The points to be improved in the experience lie in broadening social participation and more systematized appropriation of the information generated for the core of municipal public policies. It is recommended that studies be carried out on the effective measurement of the performance of one or more SDGs in a given entity, as a way of verifying progress, achievements and stagnation.

    Os desafios em monitorar as políticas de prevenção à criminalidade : o caso do Fica Vivo!

    Esta pesquisa se propõe a elucidar quais são as principais dificuldades em monitorar um programa já institucionalizado e que possui um conjunto de dados já produzidos, neste caso, o Programa de Controle de Homicídios - Fica Vivo!, que compõe as Políticas de Prevenção Social à Criminalidade do Governo de Minas Gerais. Assim, o foco está em compreender o fluxo de procedimentos e de rotinas relacionados com o monitoramento desse programa, bem como em investigar os entraves e os desafios dessa atividade sob a ótica dos gestores da política. Para tanto realizou-se um levantamento bibliográfico, análise documental e entrevistas semiestruturadas com atores chave presentes no fluxo de monitoramento do Fica Vivo!. A partir da pesquisa realizada, evidenciou que o Fica Vivo! enfrenta desafios significativos na coleta e na organização de dados, especialmente os dados de natureza qualitativa, demonstrando limitações tecnológicas e operacionais. Além disso, a pesquisa revelou a necessidade de revisão do Marco Lógico do programa, fato que impacta diretamente no monitoramento, posto que é a partir do desenho do programa que os indicadores de monitoramento são escolhidos, bem como evidenciou-se que a forma de execução da PEPSC, via Contrato de Gestão, em alguma medida, facilita o monitoramento com alguns pontos de atenção. No que se refere a esses indicadores, foi constatado que eles são indicadores de esforço e, portanto, não são capazes de medir os resultados e impactos do programa. Dentre os desafios apresentados, a coleta e registro das informações se mostrou como um ponto crítico, visto que as interpretações sobre a atividade de monitoramento são distintas e não há um entendimento uniforme dessa atividade. Além disso, a alta rotatividade e equipes pouco engajadas também dificultam o registro dos dados. No que tange à dificuldade de utilizar essas informações, os principais entraves estão relacionados com a baixa tempestividade das informações, as limitações tecnológicas, a ausência de um sistema de monitoramento e a falta de uniformização da metodologia. Por fim, observou-se alguns avanços no monitoramento do programa, como o painel de gestão à vista, a construção de um Power BI com informações das oficinas em tempo real e a perspectiva de implementação de um Sistema de Monitoramento.

    Análise dos gastos do governo de Minas Gerais com a função cultura de 2010 a 2022

    Este estudo tem como objetivo principal realizar uma análise exploratória de dados da execução orçamentária do governo de Minas Gerais relacionada à Função Cultura durante o período de 2010 a 2022. Além disso, a análise investiga os possíveis impactos da crise fiscal, que teve início em 2014 e se intensificou em 2015, bem como da pandemia de COVID-19 em 2020, na composição das despesas públicas com políticas culturais. Essa análise é conduzida sob a perspectiva da classificação de despesas, considerando subfunções, categorias econômicas e grupos de natureza de despesa. Adicionalmente, é realizada uma comparação entre a situação de Minas Gerais e outras unidades federativas no contexto cultural. O trabalho inclui um referencial teórico que aborda a importância da Cultura, a história da institucionalização da cultura como política pública no Brasil, o arcabouço legal e noções fundamentais de finanças públicas para a compreensão das métricas utilizadas. Os dados foram coletados a partir do Portal da Transparência do Governo de Minas Gerais, do Sistema de Informações Contábeis e Fiscais do Setor Público Brasileiro (Siconfi) e dos Planos Plurianuais de Ação Governamental de Minas Gerais no período em questão. Os resultados evidenciam uma diminuição progressiva de recursos destinados à função Cultura em Minas Gerais nos últimos 13 anos, resultando em uma redução de mais da metade de seu orçamento entre 2010 e 2022, enquanto as despesas totais liquidadas do Estado mineiro aumentaram cerca de um terço no mesmo período. Em proporção, os gastos com Cultura representam, em média, 0,18% dos gastos totais. No que diz respeito à composição desses gastos culturais, mais de 90% são despesas correntes, relacionadas principalmente ao pagamento de pessoal e à manutenção dos equipamentos culturais, enquanto as despesas de capital diminuíram, especialmente no que se refere a investimentos, representando apenas 4% do total em 2022, em comparação com 22% em 2010. Estes dados indicam que as políticas culturais não têm sido uma prioridade em termos de alocação de recursos, contribuindo para um desmantelamento das políticas públicas culturais, o que representa um ponto crítico a ser acompanhado.

    Coordenação e colaboração nos serviços de bombeiro : uma abordagem da experiência das brigadas municipais em Minas Gerais

    The contemporary era is characterized by global risks and threats stemming from modernization and progress, shaping the risk society according to Beck's perspective (2010). These challenges, referred to as "wicked problems" by Rittel and Webber (1973), require integrated and multidisciplinary approaches. In this context, fire services play a crucial role in managing uncertainties, which sometimes materialize as disasters, such as the COVID-19 pandemic, the Kiss nightclub fire, the consequences of seasonal climate extremes, and technological accidents like the Brumadinho dam collapse. Emphasizing the importance of decentralized public policies in the context of Brazilian federalism as a means of governmental action. In this panorama, this study explores, under the broader idea of "New" Governance, as defined by Peters (2018) as a set of adaptations of political and administrative activities to changes in the environment in pursuit of collective objectives. It underscores the need for adaptation in the public sector, focusing on the partnership between the Military Fire Department of Minas Gerais (CBMMG) and municipalities, materialized through a public agreement for the installation of Municipal Brigades. This arrangement, initiated in response to the “Kiss Law” (2017), between CBMMG, constitutionally responsible for coordinating and executing civil defense actions, and municipalities, represents an adaptation to the mentioned social, environmental and tecnolgical complexity, budgetary constraints, and the need to increase the coverage of fire services to more municipalities in Minas Gerais. Using a qualitative, exploratory-descriptive approach and the triangulation of various research methods—including literature and document review, semi-structured interviews, focus groups, and direct observation—the study investigates, through multiple case studies and content analysis, the coordination mechanisms, instruments, and barriers in the sharing of fire services for the municipal brigades of Astolfo Dutra, Itabirito, and Ipanema. The findings highlight the predominantly hierarchical and network-based hybrid nature of coordination mechanisms, as well as the existence of both literal and theoretical replication among brigades. Additionally, the study identifies the cross-sectoral nature of public policies interacting with fire services, including public safety, civil defense, health, and environmental policies, as well as the diversity of existing service models. For its thematic originality, the study for contributes to the understanding of the interaction between the sociology of risks, disasters, and governance, expanding the discussion on coordination and collaboration beyond the fields of health and education.

    Aplicação do modelo de gestão em rede organizacional às políticas públicas de segurança : o caso da política de integração do sistema de Defesa Social de Minas Gerais

    The Government of the State of Minas Gerais implemented from 2003 a set of actions, restructuring institutions and governance of the public safety policy, which sets out the institutional arrangement called "Social Defense System" and public policy called "Integration Policy of Social Defense System". Innovation in governance was assigned to horizontal and collegiate model, driven policy that works within the establishment, for all interventions, of thematic integrated instances. This dissertation proposes an analysis of the conformation of the Integration Policy, from references of the fields of public management and neo-institutionalism theory, concerning the dynamics of the network and the construction of legitimacy. The intention was to analyze relevant issues to the present model of governance of public security, which refer not only to the trajectory and characteristics of the formation of organizational network, as well as its intersection with aspects of the institutional context. Qualitative methodology was applied, combining descriptive and exploratory elements from literature and documents from secondary sources, composed of the documents produced by the Social Defense System in the context of projects and activities of the Integration Policy (legislation, documents, technical reports, etc.), as well as a set of semi-structured interviews and workshops conducted by João Pinheiro Foundation for the project of the 2013-2015 State Plan for Social Defense. The conclusion is that, in a context strongly marked by path dependency, disarticulation, imbalances of power and legitimacy, the application of network governance demonstrated a potentially qualified path to institutionalize dialogue and seek more objective parameters to the minimum necessary coordination implementation of built and run multi-managed policies, such as the public safety policies in Minas Gerais.

    The Brazilian Unified Health System (SUS) has participation as one of its fundamental principles, which is mainly exercised through management councils and health conferences. This dissertation aims to analyze the relationship between the state health conferences held in Minas Gerais and the incorporation of their deliberations into government planning, focusing on public policies related to women9s health. The research question guiding this study was: to what extent do the deliberations of state health conferences influence the formulation of public policies for women in the state? The research is based on a qualitative approach, using documentary analysis of conference reports and State Health Plans, as well as semi-structured interviews with female actors involved in the participatory process and government management of SUS-MG. The analytical framework is developed from the perspective of hermeneutic-dialectical analysis (MINAYO, 2002, 2004, 2012). The study adopts, as a theoretical reference, discussions on democratic theory, participatory institutions – focusing on conferences – and the feminist movement in Brazil, including its history, demands, and influence on health policies. The results indicate that although health conferences are important spaces for participation and deliberation, their effectiveness in policy formulation still faces challenges. It was found that there is a gap between the guidelines approved in these spaces and their incorporation into State Health Plans, with this discrepancy being influenced by factors such as government ideology, the technical capacity of public administration, and institutional resistance to certain agendas. Additionally, it was observed that female participation in these processes, although significant, does not ensure full representation of gender, class, and racial diversity, limiting the scope of policies from an intersectional perspective. The research highlights the need to improve mechanisms that ensure greater effectiveness in incorporating conference deliberations into government planning. It is suggested that future studies expand the analysis to other federative units and adopt comparative approaches that provide a broader view of the impact of participatory institutions on the formulation of public policies aimed at women's health.

    His study aimed to examine whether the perception that the implementer, who works in childcare centers, has over the teen author of offense and the extent of deprivation of liberty influences how this measure will be implemented. For this purpose, it was considered as the implementer perception of social representation that it builds on the teen in conflict with the law and on and it was also considered the notion that he has on the effectiveness of the measure socio hospitalization. Once the object of analysis of this study, deprivation of libertyis a public policy which also analyzed the implementation model makes it more feasible and what action logics that structure this particular public policy. We conducted a qualitative study in two centers of socio capital, where they were interviewed eight implementers. The observations made and data collected indicate that, although the street level bureaucrats adopt modern practices advocated by the new set legal addresses the issue of teenage author of offense-ECA / SINASE and CF-, persists in his practice a core hard it is constitutive of social representation on this target population. This core makes the implementers do not believe that teens have safeguarded strength to resist alone, corruption present in their home communities.

    In a scenario of growing global, regional and local crises, such as the Covid-19 pandemic, society is facing significant impacts. Governments have reacted with emergency measures to mitigate the negative effects. However, government policies, programs and actions, in addition to facing planning and execution challenges, also suffer from these external factors, which impact on the allocation of resources and the effectiveness of objectives. The Public Administration must look after the common good, ensuring that public policies are effective and benefit citizens, acting preventively to avoid discontinuity and failure in their results. With the advent of New Public Management, the administration has been modernized, absorbing corporate management practices from the private sector to improve its governance. Risk management, an important pillar in this process, applied in the development and implementation of public policies, can minimize their interruptions or discontinuities. This research focuses on the application of risk management in dealing with crises and mitigating the effects of public policies within the Executive Branch of the state of Minas Gerais, with the aim of understanding the challenges to their development in the state. While risk management aims to assess and act on potential threats, crisis management deals with manifest risks or damaging events. The study employs an exploratory qualitative methodology, linking risk management and crisis management in the formulation of public policies, focusing on the experience during the Covid-19 pandemic in Minas Gerais. The work includes a literature review, documentary research and individual interviews. The empirical analysis focused on the selection of strategic projects carried out by the state's executive branch. It is crucial that organizations develop competencies to manage risks and crises at all levels, and this should be thought of both ex ante and ex post in public policy. Although Minas Gerais is making progress in these matters, the challenges for institutionalization are broad, ranging from awareness of the relevance to effective integration into strategic actions and decisions. It is necessary to strengthen current practices and foster a culture of risk management to deal with crises, ensuring better results and the well-being of the population.

    Combate ao trabalho escravo contemporâneo : entre o planejamento da política e a atuação efetiva nas lavouras de café de Minas Gerais

    The modern slavery is a reality that still permeates our society, from which 61,035 people were rescued in Brazil, between 1995 and 2023. Minas Gerais is the second state with more rescues, with 7.098 people rescued. During the same period, coffee farms had 3,598 workers rescued, being 1,701 only in such state. Considering that, the question posed was whether there are more workers submitted to modern slavery in Minas Gerais and its coffee farms than in other states and activities. For such purpose, the research method used were the bibliographical, documentary and normative reviews, quantitative analysis, content analysis and interviews. Further, this work analyzes the historical part involving the historical slavery, the precedents of the rural work and the current nuances of the concept of contemporary slavery. Consequently, the policy is explored within six dimensions: normative, actors, preventive, repressive, mitigating, monitoring and financial. The normative dimension was developed focusing on the repressive dimension, being normatively grounded in the article 149 of the Criminal Code and the II National Plan for the Eradication of the Modern Slavery. The agents dimension explores the details of the main characters and institutions involved in the policy. The repressive dimension is the most evident one, having more publicity, especially because of the performance of the Mobile Inspection Special Group. It is also notorious that the preventive dimension has gained space, through the development of awareness and prevention campaigns, teaching and training courses, in order to provide workers with more knowledge and independence. On the other hand, the mitigating, financial and monitoring dimensions still requires more attention, because many times they are not able to reach out the workers. At the end, the research explores how the development of the policy is in Minas Gerais and its coffee farms, considering the same dimensions. It was verified that in 2013, a project to fight the modern slavery in an exclusive basis was created in the Regional Labor Secretariat of Minas Gerais. The internal cohesion of the group, and of them with the labor attorneys and the nongovernmental entities that acts in the coffee sector, makes the inspection more effective for this sector, presenting higher numbers of rescued workers. Notwithstanding, it is necessary improve the other dimensions, not only for coffee farms, but for all rural work.

    Políticas públicas de economia solidária : uma alternativa para o desenvolvimento local

    Social economy has grown in a significant way in recent decades in Brazil. This growth has enabled an alternative for economic and social inclusion of a significant portion of the population. Simultaneously, the debate on the social economy has gained power and reached the sphere of the state. The institutionalization of public policies for the sector represented an innovation within the Brazilian public management, to the extent that the role played by civil society was paramount. This study analyzes the institutionalization of social economy public policies in Brazil, considering the role the state can play in promoting economic and social development.
