Item Coordenação e colaboração nos serviços de bombeiro : uma abordagem da experiência das brigadas municipais em Minas Gerais(Fundação João Pinheiro, 2024-03-27) Carvalho, Elen Roberta Costa; Cruz, Marcus Vinícius Gonçalves da; Carneiro, Ricardo; Carneiro, Ricardo; Cruz, Marcus Vinicius Gonçalves da; Nascimento, Luís Felipe Zilli do; Silva, Gustavo MeloThe contemporary era is characterized by global risks and threats stemming from modernization and progress, shaping the risk society according to Beck's perspective (2010). These challenges, referred to as "wicked problems" by Rittel and Webber (1973), require integrated and multidisciplinary approaches. In this context, fire services play a crucial role in managing uncertainties, which sometimes materialize as disasters, such as the COVID-19 pandemic, the Kiss nightclub fire, the consequences of seasonal climate extremes, and technological accidents like the Brumadinho dam collapse. Emphasizing the importance of decentralized public policies in the context of Brazilian federalism as a means of governmental action. In this panorama, this study explores, under the broader idea of "New" Governance, as defined by Peters (2018) as a set of adaptations of political and administrative activities to changes in the environment in pursuit of collective objectives. It underscores the need for adaptation in the public sector, focusing on the partnership between the Military Fire Department of Minas Gerais (CBMMG) and municipalities, materialized through a public agreement for the installation of Municipal Brigades. This arrangement, initiated in response to the “Kiss Law” (2017), between CBMMG, constitutionally responsible for coordinating and executing civil defense actions, and municipalities, represents an adaptation to the mentioned social, environmental and tecnolgical complexity, budgetary constraints, and the need to increase the coverage of fire services to more municipalities in Minas Gerais. Using a qualitative, exploratory-descriptive approach and the triangulation of various research methods—including literature and document review, semi-structured interviews, focus groups, and direct observation—the study investigates, through multiple case studies and content analysis, the coordination mechanisms, instruments, and barriers in the sharing of fire services for the municipal brigades of Astolfo Dutra, Itabirito, and Ipanema. The findings highlight the predominantly hierarchical and network-based hybrid nature of coordination mechanisms, as well as the existence of both literal and theoretical replication among brigades. Additionally, the study identifies the cross-sectoral nature of public policies interacting with fire services, including public safety, civil defense, health, and environmental policies, as well as the diversity of existing service models. Minas Gerais is the second state with more rescues, with 7.098 people rescued. During the same period, coffee farms had 3,598 workers rescued, being 1,701 only in such state. Considering that, the question posed was whether there are more workers submitted to modern slavery in Minas Gerais and its coffee farms than in other states and activities. For such purpose, the research method used were the bibliographical, documentary and normative reviews, quantitative analysis, content analysis and interviews. Further, this work analyzes the historical part involving the historical slavery, the precedents of the rural work and the current nuances of the concept of contemporary slavery. Consequently, the policy is explored within six dimensions: normative, actors, preventive, repressive, mitigating, monitoring and financial. The normative dimension was developed focusing on the repressive dimension, being normatively grounded in the article 149 of the Criminal Code and the II National Plan for the Eradication of the Modern Slavery. The agents dimension explores the details of the main characters and institutions involved in the policy. The repressive dimension is the most evident one, having more publicity, especially because of the performance of the Mobile Inspection Special Group. It is also notorious that the preventive dimension has gained space, through the development of awareness and prevention campaigns, teaching and training courses, in order to provide workers with more knowledge and independence. On the other hand, the mitigating, financial and monitoring dimensions still requires more attention, because many times they are not able to reach out the workers. At the end, the research explores how the development of the policy is in Minas Gerais and its coffee farms, considering the same dimensions. It was verified that in 2013, a project to fight the modern slavery in an exclusive basis was created in the Regional Labor Secretariat of Minas Gerais. The internal cohesion of the group, and of them with the labor attorneys and the nongovernmental entities that acts in the coffee sector, makes the inspection more effective for this sector, presenting higher numbers of rescued workers. To this end, the most relevant logistic decision categories for the understanding of supply chain models were identified through a bibliographical search and then build the trajectory of the logistics management of the Minas Gerais pharmaceutical assistance programs (Farmácia de Minas and Farmácia de Todos), identifying the main phases and their characteristics. Comparative analysis was carried out within these categories of analysis, comparing the centralized model with the decentralized model. The research is about a case study, an exploratory objective, in which semi - structured interviews were used to collect information. This analysis included the period from 1993 to 2012 and aimed to understand how the Forum influenced the decision-making process concerning the policies of the homeless population. For this, the thesis strives to reconstruct the path taken by the FPR (its origin, its actors and its operation dynamics) and then characterize its institutional design. The analytical argument that guided this first part of the work was that the convergence of two factors led to the creation of the FPR and even favored its permanence over the years - the presence in the city of a homeless movement supported by the Pastoral de Rua; and a government that was more open to popular initiatives. Regarding the institutional design, it is believed that the FPR showed some characteristics, such as uniting civil society and government, the sharing of knowledge and the seeking of consensus in the formulation and implementation of proposals, in such a way that its institutional design favored the participation of the institution in the decision-making process in question. The study was based on the field of deliberative democratic theory and more specifically on studies regarding institutional design and its different applicability in the field of public policies. Regarding the conclusions, it is argued that the Forum served the deliberative principles of inclusiveness and dialogue, which are based on reason and argumentation, so as to produce tangible effects for the policies of the homeless population.Item A utilização do poder de compra governamental : uma análise da política de compras sustentáveis em Minas Gerais(Fundação João Pinheiro, 2014) Souza, Welson Kleiton Antônio de; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476This paper seeks to show how the government of Minas Gerais has borrowed the theme sustainability as a way of contributing to the promotion of sustainable development through the use of mechanisms for sustainable procurement in view the need of the use of the use of power purchase by public authorities through the introduction of environmental criteria in procurement of materials and services performed by the mining executive, and to adopt practices and initiatives have offered differential treatment for small businesses that operate in order to contribute to social and economic development Brazilian. With this aim, a case of descriptive study based on the analysis of the State Secretariat for Planning and Management - SEPLAG is performed, considering that she is responsible for formulating and implementing the policy of the state government purchases. The methodology used was conducting literature searches on topics of public policy, sustainable development and sustainable procurement, besides the use of primary and secondary data produced by the government, in particular, reports of related data to government purchases made through the Portal de Compras (bidding system of Minas Gerais), in the period 2009-2013. Semi-structured interviews were also conducted with the actors responsible for bringing (or not) of the theme in the government's agenda and the actors tasked to formulate and implement the policies and actions selected as a course of action adopted, and perform management and monitoring of projects and programs involved with the purchasing policy of the government. From the presentation of the initiatives and the analysis of the results achieved by state government, it is concluded that the government has contributed to the promotion of sustainable development, albeit slowly and gradually, through the contracting of goods and services specified environmentally friendly way, but also with reduced range considering the potential universe of power procurement of Minas Gerais. The decentralization of health surveillance actions was determined based on the Federal Constitution of 1988 and Law nº. 8.080 / 90, which regulated the Sistema Único de Saúde. This research analyzed how this process occurred in the state of Minas Gerais considering its social policies determinants in the institutional, structural and political dimensions, according to Arretche (2000). This is a descriptive-analytical study with a qualitative approach. The data collection was done through bibliographic research, documentary analysis and interviews with key informants addressing the policy of decentralization of sanitary surveillance in Minas Gerais from 1988 to 2015. After a content analysis, the results showed that the process in Minas Gerais followed the institutional trajectory of the sector in Brazil, initially structuring the service at the state level and in the large municipalities through national policies and following decentralization to all 853 municipalities through the Projeto Estadual de Fortalecimento da Vigilância em Saúde. Fragilities have been identified in the tructure of municipalities in terms of financial management capacity, availability of equipment for routine actions and effectiveness of work processes. Governments have reacted with emergency measures to mitigate the negative effects. However, government policies, programs and actions, in addition to facing planning and execution challenges, also suffer from these external factors, which impact on the allocation of resources and the effectiveness of objectives. The Public Administration must look after the common good, ensuring that public policies are effective and benefit citizens, acting preventively to avoid discontinuity and failure in their results. With the advent of New Public Management, the administration has been modernized, absorbing corporate management practices from the private sector to improve its governance. Risk management, an important pillar in this process, applied in the development and implementation of public policies, can minimize their interruptions or discontinuities. This research focuses on the application of risk management in dealing with crises and mitigating the effects of public policies within the Executive Branch of the state of Minas Gerais, with the aim of understanding the challenges to their development in the state. While risk management aims to assess and act on potential threats, crisis management deals with manifest risks or damaging events. The study employs an exploratory qualitative methodology, linking risk management and crisis management in the formulation of public policies, focusing on the experience during the Covid-19 pandemic in Minas Gerais. The work includes a literature review, documentary research and individual interviews. The empirical analysis focused on the selection of strategic projects carried out by the state's executive branch. It is crucial that organizations develop competencies to manage risks and crises at all levels, and this should be thought of both ex ante and ex post in public policy. Although Minas Gerais is making progress in these matters, the challenges for institutionalization are broad, ranging from awareness of the relevance to effective integration into strategic actions and decisions. This study intends to know and analyze the updated context of the exclusions experienced by transvestites and transsexuals in Brazil, to observe the performance of the social movement in proposing and maintaining the debate of these guidelines and to understand how the Public Power has acted to combat verified inequalities, which prevent such persons from being treated equally with regard to access to the rights provided for all citizens. For this, the work is structured in four chapters, of which the first one will have conceptual character, discussing the notions of citizenship that will lead the other chapters. The second will gather data on exclusion and organize them into a specific systematization allowing for individualized and comprehensive analyzes. The third will address the evolution and importance of civil society's role in politicizing these issues. And the fourth will make available a survey of state actions designed to address the exclusions reported. In addition, the most current demands of the organized LGBT Movement, recorded at the 3rd LGBT National Conference ocurred in 2016, will be analyzed. The text is constructed from recent research, extensive bibliographical review, interviews and direct observation.
