    A adoção da Agenda 2030 e de seus Objetivos de Desenvolvimento Sustentável (ODS) no planejamento das políticas públicas em Belo Horizonte/MG

    The theme of this paper is the adoption of the 2030 Agenda and its Sustainable Development Goals (SDGs) in municipal public policy planning. The literature review starts with the evolution of the concept of development over time, highlighting its initial association with economic growth and subsequent expansion to include environmental and social concerns, becoming associated with the idea of sustainability. Issues relating to the dilemmas of public planning and the experience of observatories, seen as a source of data and information, were also discussed. The research carried out was justified by the universal nature of the SDGs, since the 17 goals defined were the result of a wide-ranging discussion in a highly qualified arena, with several member states of the United Nations. In light of the recent topic and bearing in mind that the 2030 agenda is halfway through its implementation, there has been a lack of research and publications examining a concrete experience of using the SDGs aligned with a municipality's planning instruments. The work carried out aims to fill this gap, while at the same time providing a benchmark for other entities that may wish to use the SDGs as a guide for strategic programs and actions. The experience of Belo Horizonte City Hall in the field of planning, together with its history of monitoring through a local observatory, provided the data and information that made this work possible. The methodological procedure was qualitative research, using a selected case study. The techniques used were a document survey, direct observation and 8 semistructured interviews. A content analysis was carried out in order to structure the discussion around dimensions of analysis and categories. The main findings of the research reveal the existence of a unique, long-standing experience, recognized internally and externally, especially from the point of view of producing and making available data and information and establishing a collaborative network. From a formal commitment to UN-Habitat, it was possible to see that the SDG agenda was institutionalized in the municipality's planning, generating positive repercussions. The points to be improved in the experience lie in broadening social participation and more systematized appropriation of the information generated for the core of municipal public policies. It is recommended that studies be carried out on the effective measurement of the performance of one or more SDGs in a given entity, as a way of verifying progress, achievements and stagnation.

    Movimentos de mulheres do campo e políticas públicas: uma análise do papel dos movimentos sociais em relação às iniciativas voltadas ao enfrentamento da violência contra as mulheres em Minas Gerais

    The recognition of rural women as collective subjects and the construction of public policies focused on their specific agendas are based on her mobilizations and collective actions carried out historically in all regions of the country, at different organizational scales. This work develops a discussion and analysis of the performance of women's movements, trying to understand how they relate in the formulation of policies aimed violence against women in the field and its relationship with the development of these initiatives at the subnational level. It is an exploratory research with approach and qualitative techniques. As methodological resources, in addition to the literature review and documentary surveys were conducted interviews with members of women's movements in the field and with representatives of the government. The work is structured in five chapters. Does a review of chains and theoretical developments that turn to social movements, their repertoires of action and interaction with state, emphasizing the possibilities of movements relate to the scope of public policies. Then, in chapter 2, discusses the scenario in which women in their diversity, began to organize themselves with a view to highlighting their living conditions and register their demands on the public agenda through political activism, but also in interaction with the State, on a paved path by the actions of the feminist movements. In Chapter 3 we present the existing policies to fight violence against women built with a view of the incidence of women's movements and feminist, evidencing the initiatives regarding the reality of women in the field. Our empirical focus turns to the state of Minas Gerais and in order to do so, in chapter 4, we discuss the process of articulation of different movements that represent women in the state, revealing their forms of mobilization, collective action and for dialog with the government. Finally, are analyzed in chapter 5, how are being conducted existing initiatives to deal with violence against women in Minas Gerais and the relationship of social movements in these actions and follow-up processes. We emphasize the effects and the potential of actions resulting from the processes of mobilisation, organization and participation of movements for the design of policies analyzed, revealing a history of advances in recent years in spite of the obstacles so that the phenomenon of violence has visibility and can be combated in rural areas.

    Análise da Política Pública de Assistência Farmacêutica do Estado de Minas Gerais: avanços e desafios da estratégia logística de descentralização

    This work aims to analyze the policy of pharmaceutical assistance of the state of Minas Gerais, in order to identify and characterize the advances and challenges of the process of Regionalization of pharmaceutical assistance. To this end, the most relevant logistic decision categories for the understanding of supply chain models were identified through a bibliographical search and then build the trajectory of the logistics management of the Minas Gerais pharmaceutical assistance programs (Farmácia de Minas and Farmácia de Todos), identifying the main phases and their characteristics. Comparative analysis was carried out within these categories of analysis, comparing the centralized model with the decentralized model. The research is about a case study, an exploratory objective, in which semi - structured interviews were used to collect information. The results show a large institutional change with significant influence in the supply chain, as well as suggest potential advances in the perspective of improving the general efficiency of the program and challenges associated with management capacity of municipalities, especially small ones.

    This study aims to contribute to the development of the municipal tourism policy in Tiradentes, municipality from the state of Minas Gerais, Brazil.Socioeconomic and demographic analysis are performed. The development from production and labour market of tourism and creative market are investigated, also themunicipal planning and management of tourism and culture were studied. Intends to understand the use and occupation of the territory and identify potentials, particularly those related to creative city concepts and creative economy, examining signs and possible paths to a more participatory, inclusive and democratic development for this municipality. It was identified that Tiradentes has elements of the first stage of transformation of an ordinary city into a creative city (state of latency). There is potential in the creative segments of Audiovisual, Design, Cultural Expressions, Fashion and Heritage and Arts. In conclusion, an effort of integrated and participatory planning for the city's development should be continued, considering the creative sectors for which the city is vocationed, which can enable an advance of it to new stages which promote socio-economic development in a more inclusive and sustainable way, through the creative economy and tourism.

    Coordenação e colaboração nos serviços de bombeiro : uma abordagem da experiência das brigadas municipais em Minas Gerais

    The contemporary era is characterized by global risks and threats stemming from modernization and progress, shaping the risk society according to Beck's perspective (2010). These challenges, referred to as "wicked problems" by Rittel and Webber (1973), require integrated and multidisciplinary approaches. In this context, fire services play a crucial role in managing uncertainties, which sometimes materialize as disasters, such as the COVID-19 pandemic, the Kiss nightclub fire, the consequences of seasonal climate extremes, and technological accidents like the Brumadinho dam collapse. Emphasizing the importance of decentralized public policies in the context of Brazilian federalism as a means of governmental action. In this panorama, this study explores, under the broader idea of "New" Governance, as defined by Peters (2018) as a set of adaptations of political and administrative activities to changes in the environment in pursuit of collective objectives. It underscores the need for adaptation in the public sector, focusing on the partnership between the Military Fire Department of Minas Gerais (CBMMG) and municipalities, materialized through a public agreement for the installation of Municipal Brigades. This arrangement, initiated in response to the “Kiss Law” (2017), between CBMMG, constitutionally responsible for coordinating and executing civil defense actions, and municipalities, represents an adaptation to the mentioned social, environmental and tecnolgical complexity, budgetary constraints, and the need to increase the coverage of fire services to more municipalities in Minas Gerais. Using a qualitative, exploratory-descriptive approach and the triangulation of various research methods—including literature and document review, semi-structured interviews, focus groups, and direct observation—the study investigates, through multiple case studies and content analysis, the coordination mechanisms, instruments, and barriers in the sharing of fire services for the municipal brigades of Astolfo Dutra, Itabirito, and Ipanema. The findings highlight the predominantly hierarchical and network-based hybrid nature of coordination mechanisms, as well as the existence of both literal and theoretical replication among brigades. Additionally, the study identifies the cross-sectoral nature of public policies interacting with fire services, including public safety, civil defense, health, and environmental policies, as well as the diversity of existing service models. For its thematic originality, the study for contributes to the understanding of the interaction between the sociology of risks, disasters, and governance, expanding the discussion on coordination and collaboration beyond the fields of health and education.

    Aplicação do modelo de gestão em rede organizacional às políticas públicas de segurança : o caso da política de integração do sistema de Defesa Social de Minas Gerais

    The Government of the State of Minas Gerais implemented from 2003 a set of actions, restructuring institutions and governance of the public safety policy, which sets out the institutional arrangement called "Social Defense System" and public policy called "Integration Policy of Social Defense System". Innovation in governance was assigned to horizontal and collegiate model, driven policy that works within the establishment, for all interventions, of thematic integrated instances. This dissertation proposes an analysis of the conformation of the Integration Policy, from references of the fields of public management and neo-institutionalism theory, concerning the dynamics of the network and the construction of legitimacy. The intention was to analyze relevant issues to the present model of governance of public security, which refer not only to the trajectory and characteristics of the formation of organizational network, as well as its intersection with aspects of the institutional context. Qualitative methodology was applied, combining descriptive and exploratory elements from literature and documents from secondary sources, composed of the documents produced by the Social Defense System in the context of projects and activities of the Integration Policy (legislation, documents, technical reports, etc.), as well as a set of semi-structured interviews and workshops conducted by João Pinheiro Foundation for the project of the 2013-2015 State Plan for Social Defense. The conclusion is that, in a context strongly marked by path dependency, disarticulation, imbalances of power and legitimacy, the application of network governance demonstrated a potentially qualified path to institutionalize dialogue and seek more objective parameters to the minimum necessary coordination implementation of built and run multi-managed policies, such as the public safety policies in Minas Gerais.

    O papel da política de prevenção à criminalidade para o alcance da segurança cidadã: estudo de caso dos programas de base local do governo do estado de Minas Gerais

    This dissertation deals with the contribution of the Social Crime Prevention Programs of the State Government of Minas Gerais executed on local basis, the "Fica Vivo!" and "Mediação de Conflitos" programs, in search for the citizen security in their living areas. Based on the principles proposed by international organizations -- in special UNDP, OAS, IDB -- the "citizen security" paradigm, it was observed that the concept embraces the building of higher levels of citizenship, focusing on the protection of individuals and social groups rights, through democratic models of prevention and repression of crime and violence. Historical review of the public safety policy in Brazil revealed its use for the benefit of private and local interests as well as a mechanism of social control and maintenance of the status quo. Thus, the issue of public safety struggled to get into the political and social agenda, even after the democratic transition, although democratization has fostered the opening of several social policies. The citizen security concept was only consolidated in Brazil within the 1st "National Conference on Public Safety", in 2009. The citizen security perspective is associated with a new paradigm of crime prevention, which led to the search for theoretical evolution and the evaluation of its preventive strategies. Based on fieldwork and interviews we found that "Fica Vivo!" and "Mediação de Conflitos", can be understood as developmental strategies and community crime prevention programs. It was noticed the adequacy of their logical frameworks to the citizen security paradigm, and we observed the necessity of supporting a network to the implementation of their actions and the development of their contribution to the achievement of citizen security in the communities in which they settle. Thus, theoretical discussion on the concept of policy networks supported the analysis of the development of programs with field research carried out in one "Crime Prevention Centre" of the metropolitan region of Belo Horizonte. Several difficulties of the programs were observed in operating in an integrated and coordinated way with state and local organizations, although there are initiatives of networking. In addition, community representatives and local organizations are not motivated to participate and coordinate with the programs in order to search for improvements in the community.

    Humanity is experiencing turbulent times, caused by the effects of global warming and climate change. Such phenomena reverberate in different socioeconomic spheres, demanding that society search for new means of existence, which are more sustainable and respect the Earth's natural limits. In this sense, the current economic model, called Linear Economy, has been, since its origin, harmful to the environment, as it is based on the massive extraction of virgin raw materials, the production, in general, of non-eco-efficient products, rarely designed to be reused or repurposed, and, finally, in planned obsolescence and inadequate disposal, generating waste that is barely recycled or reused. A counterpoint to the linear economic model, the Circular Economy can contribute to placing humanity on a safe and fair level for everyone, combining concern with the Earth's ecological ceiling and the presence of a social foundation. It is a concept that associates economic development with better use of natural resources, through new business models and optimization of manufacturing processes. The expansion of this circular model and its applicability in the urban context gave rise to the term circular city. Circular cities are municipalities where, together with stakeholders, we seek to apply the concepts of circular economy, improving environmental, economic, and social indicators, increasing the city's resilience and longevity, as well as the well-being of citizens. Aiming to explore the application of concepts in the urban environment, specifically in the city of Belo Horizonte, this work's central objective is to analyze the capital of Minas Gerais through the lens of a circular city. Therefore, a narrative review of convenience is used, in order to present the concepts of Circular Economy and Circular City. Next, a chapter is dedicated to the analysis of the cities of Amsterdam, in the Netherlands, and Paris, in France, in the context of Circular Cities. It continues with a chapter that addresses the panorama of the Circular Economy and waste management in Brazil. The penultimate chapter analyzes socio-economic-environmental indicators of Belo Horizonte, related to the theme of Circular Economy, comparing the capital of Minas Gerais with other Brazilian capitals and cities. The last chapter delves into BH's municipal policies and plans, related to the Circular Economy, using document and content analysis, field work, forms, questionnaires, and semi-structured interviews with stakeholders. It is observed that, although Belo Horizonte is not a city in transition to the circular model, it presents solid strategies related to the topic and good reach in some key indicators in the evaluation of circular cities. On the other hand, barriers to the materialization of plans include low integration between government sectors, a lack of political and societal interest in the environmental agenda, interference from the business sector and operational and financial bottlenecks.

    The Brazilian Unified Health System (SUS) has participation as one of its fundamental principles, which is mainly exercised through management councils and health conferences. This dissertation aims to analyze the relationship between the state health conferences held in Minas Gerais and the incorporation of their deliberations into government planning, focusing on public policies related to women9s health. The research question guiding this study was: to what extent do the deliberations of state health conferences influence the formulation of public policies for women in the state? The research is based on a qualitative approach, using documentary analysis of conference reports and State Health Plans, as well as semi-structured interviews with female actors involved in the participatory process and government management of SUS-MG. The analytical framework is developed from the perspective of hermeneutic-dialectical analysis (MINAYO, 2002, 2004, 2012). The study adopts, as a theoretical reference, discussions on democratic theory, participatory institutions – focusing on conferences – and the feminist movement in Brazil, including its history, demands, and influence on health policies. The results indicate that although health conferences are important spaces for participation and deliberation, their effectiveness in policy formulation still faces challenges. It was found that there is a gap between the guidelines approved in these spaces and their incorporation into State Health Plans, with this discrepancy being influenced by factors such as government ideology, the technical capacity of public administration, and institutional resistance to certain agendas. Additionally, it was observed that female participation in these processes, although significant, does not ensure full representation of gender, class, and racial diversity, limiting the scope of policies from an intersectional perspective. The research highlights the need to improve mechanisms that ensure greater effectiveness in incorporating conference deliberations into government planning. It is suggested that future studies expand the analysis to other federative units and adopt comparative approaches that provide a broader view of the impact of participatory institutions on the formulation of public policies aimed at women's health.
