Item A (in)efetividade do licenciamento ambiental da atividade de mineração de ferro no estado de Minas Gerais: uma análise das deliberações da Câmara de Atividades Minerárias do Conselho Estadual de Política Ambiental(Fundação João Pinheiro, 2022) Catão, Camila Lopes Malveira; Carneiro, Ricardo; http://lattes.cnpq.br/6739881018308220; Carneiro, Ricardo; Brasil, Flávia de Paula Duque; Santos, Raquel de Oliveira TeixeiraThe present research is dedicated to the analysis of the environmental licensing system for iron ore mining activities, conceived as a fundamental instrument of state regulation which, in turn, is intended to control the sector's economic activity and to promote environmental justice. Considering the current developmentalist economic policy and the relevance of mining activities for the state's economy, it is clear that environmental governance in Minas Gerais tends to accommodate demands from the business sector, which, supported by promises of promoting sustainable development and the consequent generation of employment and income, maintains the extractive model of mineral production that contributes to the perpetuation of the situation of economic dependence to which municipalities already heavily weakened by mining are subjected. In this context, it is important to highlight the intensification of conflicts and environmental injustices, due to the confrontation of interests between economic, state, and social agents. It is understood that the constitutive elements of such a problem are faithfully represented in the course of the decisionmaking processes regarding the granting of environmental licenses to iron ore extraction enterprises, in the scope of the Chamber of Mining Activities of the State Council of Environmental Policy of Minas Gerais (CMI/Copam). This deliberative arena brings together representatives of the state and business sectors, in addition to environmental movements that act in opposition to mining, in view of the environmentally degrading impacts imposed by the activity, disproportionately, on members of local communities. In this sense, an important tool for empirical analysis is the analysis of the minutes of the environmental permit analysis and deliberation sessions at the CMI, highlighting, through the analysis of the council members' manifestations, the nature of the perceptions and the rationalities that guide the decisions made, relating them to the interests that the segment represented on the Council defends. The data obtained point to the ineffectiveness of the environmental licensing system at CMI/Copam, revealing the institutional inability of environmental management in line with the 1988 Federal Constitution, the prevalence of economic and public-institutional arrangements and strategies aimed at facilitating the procedure for the benefit of business interests, practices that configure distinct forms of regulatory capture, the use of social contestation strategies as a form of opposition to mining. Finally, we conclude that the iron ore mining licensing system calls for reformulations in order to make the granting of licenses more rigorous, breaking with the prevailing developmentalist logic, which presupposes the granting of environmental licenses as a practically compulsory or automatic administrative act.Item A administração pública em contexto de crise : uma análise da aplicação da gestão de riscos no enfrentamento às crises e mitigação de efeitos em políticas públicas(Fundação João Pinheiro, 2024-03-26) Costa, Igor Martins da; Carneiro, Ricardo; http://lattes.cnpq.br/6739881018308220; Carneiro, Ricardo; Brasil, Flávia de Paula Duque; Mário, Poueri do CarmoIn a scenario of growing global, regional and local crises, such as the Covid-19 pandemic, society is facing significant impacts. Governments have reacted with emergency measures to mitigate the negative effects. However, government policies, programs and actions, in addition to facing planning and execution challenges, also suffer from these external factors, which impact on the allocation of resources and the effectiveness of objectives. The Public Administration must look after the common good, ensuring that public policies are effective and benefit citizens, acting preventively to avoid discontinuity and failure in their results. With the advent of New Public Management, the administration has been modernized, absorbing corporate management practices from the private sector to improve its governance. Risk management, an important pillar in this process, applied in the development and implementation of public policies, can minimize their interruptions or discontinuities. This research focuses on the application of risk management in dealing with crises and mitigating the effects of public policies within the Executive Branch of the state of Minas Gerais, with the aim of understanding the challenges to their development in the state. While risk management aims to assess and act on potential threats, crisis management deals with manifest risks or damaging events. The study employs an exploratory qualitative methodology, linking risk management and crisis management in the formulation of public policies, focusing on the experience during the Covid-19 pandemic in Minas Gerais. The work includes a literature review, documentary research and individual interviews. The empirical analysis focused on the selection of strategic projects carried out by the state's executive branch. It is crucial that organizations develop competencies to manage risks and crises at all levels, and this should be thought of both ex ante and ex post in public policy. Although Minas Gerais is making progress in these matters, the challenges for institutionalization are broad, ranging from awareness of the relevance to effective integration into strategic actions and decisions. It is necessary to strengthen current practices and foster a culture of risk management to deal with crises, ensuring better results and the well-being of the population.Item A adoção da Agenda 2030 e de seus Objetivos de Desenvolvimento Sustentável (ODS) no planejamento das políticas públicas em Belo Horizonte/MG(Fundação João Pinheiro, 2024) Andrade, Gustavo de; Brasil, Flávia de Paula Duque; http://lattes.cnpq.br/4666930977365902; Brasil, Flávia de Paula Duque; Carneiro, Ricardo; Andion, Maria Carolina MartinezThe theme of this paper is the adoption of the 2030 Agenda and its Sustainable Development Goals (SDGs) in municipal public policy planning. The literature review starts with the evolution of the concept of development over time, highlighting its initial association with economic growth and subsequent expansion to include environmental and social concerns, becoming associated with the idea of sustainability. Issues relating to the dilemmas of public planning and the experience of observatories, seen as a source of data and information, were also discussed. The research carried out was justified by the universal nature of the SDGs, since the 17 goals defined were the result of a wide-ranging discussion in a highly qualified arena, with several member states of the United Nations. In light of the recent topic and bearing in mind that the 2030 agenda is halfway through its implementation, there has been a lack of research and publications examining a concrete experience of using the SDGs aligned with a municipality's planning instruments. The work carried out aims to fill this gap, while at the same time providing a benchmark for other entities that may wish to use the SDGs as a guide for strategic programs and actions. The experience of Belo Horizonte City Hall in the field of planning, together with its history of monitoring through a local observatory, provided the data and information that made this work possible. The methodological procedure was qualitative research, using a selected case study. The techniques used were a document survey, direct observation and 8 semistructured interviews. A content analysis was carried out in order to structure the discussion around dimensions of analysis and categories. The main findings of the research reveal the existence of a unique, long-standing experience, recognized internally and externally, especially from the point of view of producing and making available data and information and establishing a collaborative network. From a formal commitment to UN-Habitat, it was possible to see that the SDG agenda was institutionalized in the municipality's planning, generating positive repercussions. The points to be improved in the experience lie in broadening social participation and more systematized appropriation of the information generated for the core of municipal public policies. It is recommended that studies be carried out on the effective measurement of the performance of one or more SDGs in a given entity, as a way of verifying progress, achievements and stagnation.Item A advocacia pública em tempos de consensualidade : a autocomposição de conflitos no âmbito da AGU e da AGE-MG(Fundação João Pinheiro, 2021) Santos, Fernando Xavier dos; Oliveira, Kamila Pagel de; http://lattes.cnpq.br/3216062751491834; Oliveira, Kamila Pagel de; Ferreira, Kaline Santos; Campos, Marcelo Barroso Lima Brito deThe study deals with the analysis of the self-composition of conflicts in the field of public law, specifically within the scope of the Attorney General of the Union and the Attorney General of the State of Minas Gerais, inserted in a context of search for consensus. Therefore, it adopts the theoretical assumptions about access to justice, considering the need to search for alternative forms of conflict resolution, taking into account the context of excessive judicialization in Brazil and low satisfaction with the results obtained through the judiciary. The paper presents the objectives of analyzing whether the adoption of self-composition methods of conflict resolution such as mediation and conciliation represent a gain for public administration under aspects of efficiency, effectiveness, celerity and social pacification. Another objective is the analysis of the structures adopted for both the AGU and AGE-MG and whether the first helped or served as a model for the latter. Methodologically, procedures were adopted for systematic review of the bibliography of the theme, documentary research of legal and normative acts, analysis of quantitative data on the consensual performance of the aforementioned bodies and semi-structured interviews with members of both public law institutions working in self-composition. The results obtained show that the model adopted by the AGU for its conciliation and mediation chamber influenced and in some part served as a model for the structure implemented by AGE-MG. It was also possible to demonstrate that the adoption of consensual methods contributes to greater effectiveness and social pacification in the performance of public law agencies. Under the efficiency aspects, it was revealed the low consolidation by the public administration of data that allows an adequate study, which then boiled down to the analysis of the perception of the actors involved under the theme. In the case of Brazil, the challenge has been even greater due to its vast territorial extension, as well as the complexity of its healthcare system, structured in a federative context where the effectiveness is conditioned to its governance capacity as established constitutionally. In a historical context of regional inequalities, the microregional coverage capacity in the management of severe cases depends on the configuration of regionalization of healthcare networks in each state, which is influenced by structural heterogeneities [availability of physical, human, and financial resources], governance capacity [capacity of governance in the collegiate instances of discussion and decision-making], as well as socioeconomic and demographic differences [social determinants of health] among the different microregions of the state. Therefore, the aim of this research was to investigate the responsiveness of the Unified Health System (SUS) in the state of Minas Gerais in addressing severe cases of COVID-19, specifically with regard to medium-complexity hospital services. Using a quantitative methodological approach based on the Performance Evaluation Dimensions Matrix of the Health System The results demonstrated that the system responded with an increase in financial investments and an equitable increase in bed capacity, directing more beds to microregions that had a higher number of deaths. Government Schools make a major contribution to the training of professionals in the public sector. Public health is one of the areas that demands constant improvement, given the complex scenario in which it finds itself. In light of this situation, the National Policy for Continuing Education in Health was established in 2004, which understands that learning occurs on a daily basis, in the workplace, but also recognizes training in formal courses and, for this purpose, uses educational institutions, including Government Schools. The Minas Gerais State School of Public Health (ESP-MG) is one of these institutions and has been offering courses for public health professionals since its creation. This research consists of a case study on ESP-MG, highlighting two points of observation, which are the creation of the SUS and the changes it brought to the trajectory of ESP-MG and the use of Distance Education for the development of its training activities. What can be seen is the rapid increase in the number of trained people in recent years, which, at the same time, reveals the potential of distance learning for the development of its activities and signals its consolidation within the institution as a means of increasing its capillarity.Item A estabilidade do servidor público e a burocracia temporária: estudo de caso dos professores de educação básica do estado de Minas Gerais(Fundação João Pinheiro, 2022) Espinola, Thaísa Ferreira Amaral Gomes; Cruz, Marcus Vinicius Gonçalves da; http://lattes.cnpq.br/3678172153181366; Cruz, Marcus Vinicius Gonçalves da; Oliveira, Kamila Pagel; Moura, Ana Lúcia Neves de; Oliveira, Breynner Ricardo deAfter the promulgation of the 1988 Constitution, there were changes in the concept of public service, as well as changes in the characteristics of the Brazilian public bureaucracy, such as the flexibilization of the stability of the public servant, these changes being reflections of the movement called New Public Management, defended by the Administrative Reform of 1995. However, permanent bureaucracy remained as a rule, occupying a position of effective provision, with temporary bureaucracy provided exceptionally. Since then, several other new proposals for modifying the characteristics and management of Brazilian public servants have emerged, such as the Administrative Reform of PEC no 32/2020, currently under debate in the National Congress. In general, proposals to change the characteristics of public bureaucracy focus on the institute of stability, seeking its flexibility or extinction, thus transforming a large part of the current stable public bureaucracy into temporary. The present research analyzed the influence of the public servant's stability in the policies and practices of people management, through the case study of a temporary and stable street level bureaucracy, represented by the Basic Education Teachers (PEB) of the state school system of State of Minas Gerais, from the point of view of its immediate superiors, the middle-level bureaucracy, the School Directors. The methodological procedures favored a qualitative approach, with a descriptive character, using data collection instruments from the literature review, documental research and interviews. The stability of the public servant, in general, is not perceived as a differentiating factor in the professional performance of the public servant and in determining the performance of PEB competencies, considering personal characteristics and management as determining factors in such variables. The lack of job stability was identified as harmful to the worker's mental health and as an impediment to the feeling of organizational belonging, which influences the behavior of public servants and their organizational dedication. In relation to administrative discontinuity, the high turnover of personnel generated by the lack of stability is seen as a factor that contributes to the rupture in management, compromising institutional results and preventing the improvement of people management policies and practices, and consequently, a higher quality public service. The stability of the civil servant, therefore, in general, positively influences people management practices and policies in the public sector and is still seen as attractive for joining the public service due to the economic security it provides. However, it was stressed the importance of effective management and the existence of effective instruments that make it possible to measure the performance of the server, as well as effectively apply the termination measures, in case of unsatisfactory performance, or of awards, in case of excellent performance.Item A institucionalização da política de compras centralizadas em Minas Gerais : do Centro de Serviços Compartilhados à Subsecretaria de Compras Públicas(Fundação João Pinheiro, 2025-03-28) Martins, Ralf Felipe; Dufloth, Simone Cristina; http://lattes.cnpq.br/6166815079725368; Dufloth, Simone Cristina; Silva, Max Melquíades da; Laia, Marconi Martins de; Lima, Reginaldo de Jesus CarvalhoThis study analyzes the trajectory of organizational arrangements from the Shared Services Center (CSC) to the Public Procurement Subsecretariat, focusing on the institutionalization process of the Centralized Procurement Policy within the executive branch of Minas Gerais. In this context, organizational change goes beyond purely technical aspects, constituting a continuous adaptation process to cultural and political forces within a complex environment shaped by norms and social pressures. From the perspective of institutional theory, these transformations result from the interaction between modernization and the preservation of traditional practices, both influenced by historical and regulatory factors. The implementation of public policies, particularly in public administration, requires a balance between innovation and continuity, with the implementation phase being the critical moment when political intentions materialize into institutional actions, as highlighted by Dalfior, Lima, and Andrade (2015). Public sector reforms, shaped by economic and social pressures since the post-war period, have introduced efficiency principles from the private sector, as noted by Souza (2006), fostering the adoption of Shared Services Centers to optimize resources. In Minas Gerais, the managerial modernization movement included procurement centralization and the adoption of private-sector-inspired practices, with the implementation of the CSC, driven by the inauguration of the Administrative City in 2010, aiming to standardize and integrate processes to enhance resource efficiency. However, the CSC implementation process faced challenges that hindered its full consolidation. This study investigates the main factors affecting the implementation of the CSC as a centralized procurement policy, despite legislative advancements such as Law 14.133/2021, which reinforces the centralization approach but has fluctuated between expansion and retraction in Minas Gerais, preventing its full consolidation. The methodology employed combines bibliographic and documentary analysis with semistructured interviews conducted with managers and CSC participants, allowing for an examination of the historical, political, and organizational factors that shaped its institutional arrangement. Violence against women is a problem that affects countless women around the world and is something that needs to be on the public agenda of governments, since action through public policies is capable of protecting these women from the various types of violence they suffer every day. In this context, this work was constructed following an understanding that the problem of violence against women requires comprehensive actions on the part of public authorities, since it is considered a complex and multi-causal problem. In this sense, public policies designed to resolve this problem must be intersectoral and transversal. This argument is supported throughout the work through guidelines from the National Plans to Combat Violence Against Women, Federal Laws and International Conventions, which are shown throughout the research. So that the policy could be analyzed from the perspective of transversality, it was decided to use the analysis model developed by the organization Kaleidos.red (2010), which proposes an analysis in 3 dimensions of transversality: shaping factors, tangible factors and intangible factors. This work mapped and described which actors act on the agenda in the state, as well as describing the actions carried out by these actors in relation to combating violence against women in Minas Gerais in the period from 2019 to 2023. Given this context, these actions found support the policy to combat violence against women in Minas Gerais, which was analyzed using the categories established by Kaleidos.red (2010). At the end of the research, it is concluded that although there are many actions being carried out in the state, the agenda still lacks institutionalization that would enable its continuity throughout the administrations, directly influencing its strengthening as a public agenda in the state.Item A investigação policial aplicada ao furto e roubo de veículos em Belo Horizonte : práticas investigativas conduzidas pela DEPIFRVA(Fundação João Pinheiro, 2024) Salles,Matheus Cobucci; Nascimento, Luís Felipe Zilli do; http://lattes.cnpq.br/5043394873182841; Nascimento, Luís Felipe Zilli do; Batitucci, Eduardo Cerqueira; Sapori, Luís FlávioThe scarce literature related to police investigation of auto theft and robbery is noteworthy, especially when examined from the perspective of a law enforcement agency. The phenomenon of vehicle theft and robbery presents a intricate nature, involving networks of illegal activities that blend into regular markets and simultaneously drive an increase in criminality, complicating police operations. The research focuses on the performance of the Civil Police and the policing practices that permeate the investigation carried out by the Specialized Division for Prevention and Investigation of Vehicle Theft and Robbery (DEPIFRVA) in Belo Horizonte. The study aims to analyze how DEPIFRVA deals with these crimes, what factors positively or negatively impact the unit's work and outcomes. In this context, the potential impacts on police work stemming from the Dismantling Law were also examined, considering it as a regulatory policy. The evaluation of real case studies revealed that each crime presents unique aspects and is treated independently by DEPIFRVA, despite the criminal phenomenon appearing to be the same. The results indicate the absence of a standardized investigative pattern, the adoption of practices that border between legal and illegal, and at times, a lack of coordination among institutions within the Criminal Justice System. Furthermore, the adoption of regulatory policies should be accompanied by instruments that enable integrated work among public agencies, at the risk of its effectiveness being limited.Item A opressão entre os muros da escola : o bullying entre estudantes da rede estadual de ensino básico de Minas Gerais(Fundação João Pinheiro, 2014) Silva, Cíntia Santana e; Batitucci, Eduardo Cerqueira; http://lattes.cnpq.br/9562452176702956; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476In the past few years, bullying between students have gained visibility on the media and in the academic production because of its universal, recurrent and prejudicial to the well-being of the students characteristics and, consequently, to the good working of the academic practices. This paper investigates the bullying phenomenon among students of final years of the elementary education and high school from Minas Gerais schools, focusing on the prevalence of problem, its causes, the profile of the students involved, the dynamics and characteristics of the school that influence bullying practices and the way teachers treat and interpret it. The empirical analyzes holds on statistical data collected with 5,300 students and 243 teachers from 87 schools, which were produced by the "Violência nas Escolas" research, conducted by the Centro de Estudos de Criminalidade e Segurança Pública - CRISP/UFMG in 2012 and 2013. The data were analyzed using Hierarchical Generalized Linear Models (HGLM), which estimates the likelihood of success of a given phenomenon from a multilevel data structure. In this case, bullying practices are analyzed on two levels, which are students and schools. On the first level, bullying practices are interpreted from aggressor students' individual attributes and, on the second level, from context and institutional characteristics of the schools.Item A promoção do desenvolvimento local e as políticas públicas de redução da vulnerabilidade social : uma análise das intervenções na temática do desenvolvimento social do Estado de Minas Gerais na última década(Fundação João Pinheiro, 2021) Nascimento, Matheus Fernandes; Guimarães, Alexandre Queiroz; http://lattes.cnpq.br/8850956320615888; Guimarães, Alexandre Queiroz; Carneiro, Ricardo; Santos, Fernando Burgos Pimentel dosThe objective of this research is to analyze, in a comparative perspective, state’s programs that have worked to fighting poverty and reducing social vulnerabilities of Minas Gerais’ population. There were selected some programs executed by the State Secretariat for Social Development (Sedese) in the last decade, namely: ‘Programa Travessia’, ‘Estratégia Novos Encontros’ and ‘Percursos Gerais – Trajetória para autonomia’. From the analysis of these interventions, it was sought to identify convergences and challenges that could point to effective directions for stimulating local development in the most vulnerable regions of Minas Gerais. To carry out this comparative analysis, an analytical matrix was defined, composed of dimensions related to the scope of interventions, institutional capacities, and the program’s finalistic performance. In short, it is about analyzing the planning, management, and execution of these programs. This matrix guided the information’s organization and, most importantly, enabled comparisons based on targeted criteria. The results of the study indicate that these programs, despite presenting relevant products, were not effective in their actions and were not sufficient to change the reality of social vulnerability in the localities where they operated. The discontinuity of these programs, the complexity of the phenomenon and the state's fiscal restriction scenario are factors that help explain these perceptions. Even so, it was possible to identify directions for action by the state’s government, being necessary the continuous monitoring of families in vulnerable conditions and the promotion of income generation alternatives that foster the potential and protagonism of local actors. The role of the state should be to induce alternatives to stimulate local development, organized from the integrated action of public policies and the ability to legitimize local demands. In addition, there must be a balance between economic and social policies, directing development strategies also to the most vulnerable regions.Item A utilização do poder de compra governamental : uma análise da política de compras sustentáveis em Minas Gerais(Fundação João Pinheiro, 2014) Souza, Welson Kleiton Antônio de; Costa, Bruno Lazzarotti Diniz; http://lattes.cnpq.br/2084604177044476This paper seeks to show how the government of Minas Gerais has borrowed the theme sustainability as a way of contributing to the promotion of sustainable development through the use of mechanisms for sustainable procurement in view the need of the use of the use of power purchase by public authorities through the introduction of environmental criteria in procurement of materials and services performed by the mining executive, and to adopt practices and initiatives have offered differential treatment for small businesses that operate in order to contribute to social and economic development Brazilian. With this aim, a case of descriptive study based on the analysis of the State Secretariat for Planning and Management - SEPLAG is performed, considering that she is responsible for formulating and implementing the policy of the state government purchases. The methodology used was conducting literature searches on topics of public policy, sustainable development and sustainable procurement, besides the use of primary and secondary data produced by the government, in particular, reports of related data to government purchases made through the Portal de Compras (bidding system of Minas Gerais), in the period 2009-2013. Semi-structured interviews were also conducted with the actors responsible for bringing (or not) of the theme in the government's agenda and the actors tasked to formulate and implement the policies and actions selected as a course of action adopted, and perform management and monitoring of projects and programs involved with the purchasing policy of the government. From the presentation of the initiatives and the analysis of the results achieved by state government, it is concluded that the government has contributed to the promotion of sustainable development, albeit slowly and gradually, through the contracting of goods and services specified environmentally friendly way, but also with reduced range considering the potential universe of power procurement of Minas Gerais. The competency for conducting performance audits (AOPs), innovation brought by CR/88, has provided important tool for operational control by TCs, aimed at examining the performance of agencies or entities or the results of policies or public programs. However, implementation of AOPs requires the referred control agencies face challenges and difficulties, in view of the combination of accountability for results with accountability of regularity, traditionally realized, whose focus refers to the verification of compliance with rules and procedures prearranged with the potential punishment of managers in case of irregularities. This research sought to examine whether the AOPs have been able to move beyond compliance audits, i.e. check which has been the scope and limits of the control exercised by those audits. To do this, were examined the techniques and methods of audit used, as well as the approaches and audits criteria adopted. It has also sought to verify how has being faced challenges in the implementation of AOPs, in the light of the literature, involving: the combination of accountability of regularity with accountability for results, information asymmetry between auditors and auditees, the need for establishment of partnership between them and the implementation of recommendations made by the TC. Furthermore, the use of the information presented in the final report of AOPs by entities involved in the programs audited has been examined. As methodological strategy for data collection, it has been proceeded to the desk review of the final report of the AOPs realized by TCEMG selected and to the application of questionnaires, both at the external and the internal levels of the referred control agency. The results revealed that the AOPs were able to move beyond compliance audits, to produce and present information suitable to contribute to the improvement of the audited public programs and to the improvement of accountability. However, it has been noticed several points indicative of the need for investment and improvements relating to the TC and to the agencies or to the entities subject to such audits. Quilombola communities are organizations of knowledge and traditions, built from the fight against racism, marked by the territorial resistance of black people, seeking the assertion of rights to preserve their way of life. They are a minority protected by the State through a legal framework founded on art. 68 of the ADCT – Ato das Disposições Constitucionais Transitórias (Transitory Constitutional Disposition Act) of the CRB/88 (Constitution of 1988) and public policies developed for this segment thereafter. This research analyses the implementation of public policies of racial equality and their role in the development of quilombola citizenship, avoiding the violation of rights and taking into consideration the specificities of these communities, for their proper social insertion. It is a qualitative research, of an exploratory nature, through a case study. To meet this objective, an analysis of racism as a social phenomenon and its influence on the current unequal distribution of rights is carried out, which reverberates in social tensions and in the struggle of black movements. Furthermore, it takes up the historical, cultural, social and political development of quilombola communities, elucidating their dilemmas. Then, it analyses the formation of public policies of racial equality and its implementation, by the three levels of government, based on a case study conducted in the quilombola community of Marinhos, located in the rural area of the city of Brumadinho-MG. A structured questionnaire was applied to 30 quilombola households, as well as interviews with 4 community leaders. Representatives of public authorities in the three levels of government were interviewed as well, through virtual media. Secondary data were also used, from different sources: IBGE (Brazilian Institute of Geography and Statistics), official documents (mainly of administrative procedure of the public defender's office – DPMG) and documents provided by the community itself. At last, it is evident a scenario of regression of public policies of racial equality and overcoming institutional racism, as well as the dismantling of institutions intended for quilombola communities since Programa Brasil Quilombola – PBQ (Brazil Quilombola Program), the transformation of SEPPIR (Department for Policies to Promote Racial Equality) into SNPIR (National Department for Policies to Promote Racial Equality) and the lowering of its status, until the very extinction of the theme in the PPA 2020-2023 (multiannual plan for 2020-2023). This study intends to know and analyze the updated context of the exclusions experienced by transvestites and transsexuals in Brazil, to observe the performance of the social movement in proposing and maintaining the debate of these guidelines and to understand how the Public Power has acted to combat verified inequalities, which prevent such persons from being treated equally with regard to access to the rights provided for all citizens. For this, the work is structured in four chapters, of which the first one will have conceptual character, discussing the notions of citizenship that will lead the other chapters. The second will gather data on exclusion and organize them into a specific systematization allowing for individualized and comprehensive analyzes. The third will address the evolution and importance of civil society's role in politicizing these issues. And the fourth will make available a survey of state actions designed to address the exclusions reported. In addition, the most current demands of the organized LGBT Movement, recorded at the 3rd LGBT National Conference ocurred in 2016, will be analyzed. In this context, in the present study it has been studied the access to international mobility programs in the case of UFMG, in the light of three foreign universities in different countries, Germany, Portugal and Spain, in order to identify whether / how / with which intensity the conceptual and management dimension of the drawings mobility programs influence the effective application and implementation of exchange for students at the undergraduate level. Data collection was conducted by means of document analysis and semi-structured interviews. Despite several existing initiatives, it was noticed that the issue of equal access to international mobility programs have not filed centrality on the higher education internationalization policies makers’s agenda, including the case of UFMG. Academic studies on internationalization of higher education are not significantly numerous, especially when we are talking about studies which focused analysis would be Brazilian reality. Il a pour objet l'étude des Institutions chargées de l'Accueil Institutionnel des enfants et des adolescents et analyse les progrès obtenus ainsi que les défis rencontrés par la Municipalité. Le développement de cette recherche se divise en trois étapes. La première étape a essayé de réaliser une recherche bibliographique et de produire des documents à propos de la politique publique ayant pour but l'accueil institutionnel. La seconde étape est une analyse de données découlant d'une enquête empirique, réalisée par la Fondation Joao Pinheiro. Finalement, la troisième étape relate la réalisation d'entrevues semi- structurées de certains membres importants du Secrétariat Municipal adjoint à l'Assistance Sociale et au Conseil Municipal des Droits de l'enfant et de l'adolescent, tous deux de la Municipalité de Belo Horizonte .
