    Finanças públicas de Minas Gerais: a evolução do déficit e os impactos da crise de 2015 e da pandemia de 2020 na saúde fiscal do estado (2011– 2022)

    O presente trabalho se propõe a analisar as finanças públicas do Estado de Minas Gerais no período temporal de 2011 a 2022, dando especial enfoque à interferência da crise de 2015 e da pandemia da COVID-19 que se instaurou no ano de 2020. Para tal, propõe-se inicialmente uma investigação histórica do perfil de receitas e despesas de Minas Gerais, assim como a evolução da dívida do estado durante o espaço temporal adotado, investigando possíveis alterações estruturais decorrentes dos choques macroeconômicos supracitados. Em um segundo momento, é realizada uma análise comparativa entre a trajetória dos resultados orçamentários efetivados no período e uma projeção do crescimento construída a partir da tendência de crescimento anterior às crises em questão, no intuito de visualizar com maior precisão o real impacto desses choques nas finanças públicas estaduais e também de estabelecer as expectativas para o futuro.

    Os efeitos das transferências intergovernamentais das finanças públicas municipais brasileiras

    The Brazilian Constitution of 1988 made several changes in the Brazilian fiscal federalism. The municipalities were recognized as federal entities, assuming greater responsibilities in the provision of public local services. However, the municipalities financial strengthening was based more in the increasing of the vertical constitutional transfers than by expanding its tax base. Intergovernmental transfers have assumed a significant role in the Brazilian federative relations system, making it an essential item in the revenue for most municipalities. Several studies argue that transfers tend to be spent in public local services in a much bigger way than the local private revenues. Funds received via transfers tend to be used to increase public spending rather than being passed on to citizens (through tax cuts) in order to increase the local private goods consumption. This phenomenon is known as flypaper effect. This study therefore seeks to assess the occurrence of the flypaper effect in Brazilian municipalities between 2002 and 2010, using panel data for the set of 5,507 municipalities. It is used three econometric methods, ordinary least squares (OLS); fixed effects estimation (FE) and random effects estimation (RE). This work aims to overcome some shortcomings of previous studies, seeking to identify the flypaper effect not only in the total municipalities' expenditures, but also in specific municipalities spending. The results confirm the existence of this effect in Brazilian municipal finances (this effect, however, is more evident on current spending than on capital one). It is also observed the predominance of this effect regarding tax revenue, indicating that the transfer has not been used to increase private goods consumption by the citizens through tax cuts.

    O endividamento público do Estado de Minas Gerais: análise dos fatores em um contexto de descentralização fiscal (2003-2023)

    A presente pesquisa tem como objetivo analisar os fatores que podem influenciar o endividamento público do Estado de Minas Gerais entre 2003 e 2023, utilizando indicadores legais, gerenciais e sociais para sua mensuração e comprovação. Para isso, foi realizada uma revisão bibliográfica das teorias sobre o uso do endividamento público como método de financiamento, considerando o contexto histórico do crescimento das dívidas públicas estaduais e as normativas que buscavam limitar a contração de novas dívidas para equilibrar receitas e despesas. Com base nessa revisão teórica e adotando uma metodologia quantitativa, foram aplicados os indicadores legais, gerenciais e sociais selecionados nas contas públicas do Estado de Minas Gerais, agrupando-os em fatores. Os resultados indicaram que as variações das contas públicas de Minas Gerais tenderam a aumentar o endividamento, em razão da dependência do ciclo econômico para a arrecadação de receitas, da estrutura rígida das despesas, do atual estoque da dívida, que continua em crescimento, e da restrição orçamentária intertemporal que prejudica os investimentos de capital. Portanto, essa pesquisa conclui que os resultados das contas públicas do Estado de Minas Gerais indicaram a necessidade de endividamento para equilíbrio das receitas e despesas.

    Capacidade estatal na arrecadação tributária municipal : uma análise da eficiência na arrecadação do imposto sobre serviços dos municípios de Minas Gerais entre 2003 e 2019

    In the context of fiscal federalism, this study addressed the state capacity and municipal tax revenue themes, providing an empirical estimation of revenue efficiency of Brazilian municipal service tax (Imposto Sobre Serviços de Qualquer Natureza – ISSQN) of Minas Gerais’ 853 municipalities, from 2003 to 2019. Average efficiency indices were compared between the group of municipalities that joined the financing programs (Programa de Modernização da Administração Tributária e da Gestão dos Setores Sociais Básicos – PMAT) and (Programa Nacional de Apoio à Administração Fiscal para os Municípios Brasileiros – PNAFM) and the other municipalities; the group of municipalities that were emancipated in 1990s and the rest; and the group of municipalities belonging to the Northern region of Minas Gerais and those from other regions. The main aspects of the aforementioned programs were described, demonstrating the progress of adherence and the volume of financing; as well as the evolution of own revenues and transfers of government resources (Fundo de Participação dos Municípios – FPM) and the share of tax on goods (Imposto Sobre Operações relativas à Circulação de Mercadoria e sobre Prestações de Serviços de Transporte Interestadual e Intermunicipal e de Comunicação – ICMS), along with the verification of the economic, institutional and administrative determinants in the collection of the municipal service tax (ISSQN). Bibliographic research was used for the theoretical part; descriptive statistics and stochastic frontier model analysis were used for the empirical part. The results indicated a growing real value increase in the own revenues of municipalities in Minas Gerais, but also the existence of potential to expand the fiscal capacity of the municipalities during the period. Accelerated growth in efficiency levels was observed at decreasing rates, although more noticeable in municipalities with lower efficiency. Bureaucratic capacity was measured by the number of career civil servants employed by the municipal public administration, and an increase in collection inefficiency was detected, probably due to compliance costs. Low adherence to federal programs was identified among municipalities in Minas Gerais, specifically those in Northern region of this state and also those that were emancipated in the 1990s. It was found that, in order to be a participant in the programs, the municipality needed to possess a minimum of bureaucratic state capacity with qualified personnel and debt capacity. Municipalities participating in the programs were already efficient even before joining, due to possible preceding structural or institutional issues. It was concluded that adherence to federal programs was not the cause of the increase in ISSQN collection efficiency, but rather the use of new computerization techniques and the advent of electronic service invoice. Federal programs did not promote enhancements in the fiscal state capacity of municipalities in Minas Gerais; nonetheless, given the potential for growth in this area, it was noticed the need to: reduce the requirements to joining financing programs, make specific adaptations to the local realities of small and medium-sized municipalities; provide debt and bureaucratic capacity for less developed municipalities in the Northern region of Minas Gerais and for the emancipated in 1990s; and dissemination of modernization programs.

    Governança participativa em contexto de imperfeição comunitária : Orçamento Participativo 2011-2012 : Belo Horizonte : Regional Oeste

    This dissertation deepens the understanding of participation in the context of the Participative Budget of Belo Horizonte in order to understand if the institutional mechanisms that structure the policy contribute to the mitigation of the community imperfections intrinsic to the regions of the city. This research had tbcus on the West Region and the cycle 2011-2012 of the Participative Budget. Five main dimensions were analyzed: extreme poverty; donofs competition; urban violence; religion; development brokerage. The methodology evolved three axes: social configurations; popular participation and the institutional mechanisms of the Participative Budget. To gather data it was made: bibliographic research; deep interviews and meetings follow up (participant observation). The text is organized in three chapters. On the first it is made a historical monitoring since the bureaucratic model to the emergence of the contemporary participative governance. On the second the State of the art about the Participative Budget is shown as well as the theoretical framework of Community Imperfections. The last chapter aims to analyze, through theory, the social configurations and the institutional mechanisms which works towards the mitigation of the community imperfections on the spaces of participation. The fmdings point to the existence of community imperfections that cause damage to the participation and highlight the importance of diagnosis and conlfontation of such issues.
